Wolfgang Löwer
Wolfgang Löwer (born June 10, 1946 in Wuppertal ) is a German legal scholar and currently professor for public law and scientific law at the Rheinische Friedrich-Wilhelms-Universität Bonn . Since 2016 he has been President of the North Rhine-Westphalian Academy of Sciences and the Arts .
Professional background
Löwer studied law in Bonn from 1966 to 1971. Wolfgang Löwer passed the first state examination in 1971 and the second state examination in 1975. In 1978 he received his doctorate at the law faculty of the University of Bonn with a thesis on the subject of state liability for neglected administrative action .
The habilitation at the University of Bonn in 1984 was followed by a professorship at the University of Münster in 1984/1985 . In 1985 he followed a call to the Free University of Berlin and in 1990 went again to the University of Bonn. In 1996/97 he became dean of the Faculty of Law and Political Science and from 2004 to 2009 he was Vice-Rector of the university.
From 2006 to 2014 he was a judge at the constitutional court for the state of North Rhine-Westphalia .
Positions in science funding
- In 2005 Löwer became a member of the ombudsman committee of the German Research Foundation . From 2011 to May 2016 he was its spokesman.
- Since April 2006 he has been a member of the North Rhine-Westphalian Academy of Sciences and Arts . In October 2015 he was elected President for the term from 2016.
- Since November 2007 Löwer has been chairman of the board of the Foundation for the Promotion of Science Law .
- Since 2009 he has been chairman of the board of the Bonn University Foundation.
Publications
In his publications, Löwer dealt with topics such as environmental and energy law, electricity, administrative and constitutional law, the ecological tax and water associations. A complete directory of his publications can be found on a website of the law faculty of the University of Bonn.
