Wolfram Höfling
Wolfram Höfling (born July 31, 1954 ) is a German law scholar and constitutional law teacher . He has been a member of the German Ethics Council since 2012.
Career
From 1973 Höfling studied law , political science and Egyptology at the University of Bonn . After graduating in 1978, he passed his first state examination in law in 1981. From 1981 to 1984 he did his legal preparatory service and passed the second state examination in 1984. In 1987 he received his doctorate from the University of Cologne under Karl Heinrich Friauf with the thesis "Open interpretation of fundamental rights". In 1992 he completed his habilitation there with the thesis “Public Debt Law” and received the venia legendi for the subjects of constitutional law and administrative lawand tax law conferred. In 1992/93 Höfling was then professor for public law at the University of Heidelberg ; from 1993 to 1998 he held the chair for constitutional and administrative law at the University of Giessen . Since 1998 he has been director of the Institute for Constitutional Law at the University of Cologne and holder of the chair for constitutional, administrative and financial law as well as head of the research center for health law. In 2001 he became deputy chairman of the German Patient Protection Foundation , where he is now a member of the Board of Trustees. From 2010 to 2011, Höfling was deputy chairman of the Association of German Constitutional Law Teachers .
Höfling is a member of the Scientific Advisory Board of the Institute for People, Ethics and Science . In 2012, Höfling was appointed a member of the German Ethics Council for the four-year term from April 2012 to March 2016 . As such, he expressed himself in the discussion about the religiously motivated circumcision of minors in Germany.
