XÖV

XML in public administration ( XÖV ) is a standard for electronic data exchange in public administration on the basis of messages in XML syntax and associated code lists and processes. XÖV is a federally developed standard that is maintained by the Coordination Office for IT Standards (KoSIT).

XÖV standards

The development and provision of professional standards for electronic data exchange is part of the “Standardization” project in the Germany Online Action Plan . With specific XÖV projects, electronically supported and media discontinuity-free administrative processes across the federal levels are set in motion. The focus of the XÖV standardization is therefore on services with many interfaces between authorities that are harmonized. For example, XWaffe is a central interface for data exchange in the new “National Arms Register”, which records essential information on the acquisition and possession of firearms in a central database. In future, the possession of firearms in Germany can be seamlessly controlled by authorities with regulatory and security tasks.

XÖV standards at a glance

XMeld

XMeld is developed within the framework of the “eGovernment and bureaucracy reduction in the reporting system” project by the XMeld project group and the associated expert committee as well as the coordination office for IT standards (KoSIT). The project is part of the “Germany Online” initiative. It is commissioned and financed by the interior ministries of the federal states and the federal government.

With the amendment of the Reporting Law Framework Act (MRRG) on April 4, 2002, the basis for electronic data exchange in the reporting system between the authorities and between authorities and citizens was created. The description of XMeld has been available since July 2003. It is the specification of the nationwide data exchange format for the transmission of data from the reporting system and describes bindingly the data structures and key tables to be used for data exchange. It contains a complete and detailed regulation for the mapping of DSMeld sheets on XÖV data structures and describes, to the extent necessary, the procedural sequences of those involved in communication for all specified business transactions. As an XÖV exchange format , XMeld is based entirely on XML .

Version 1.8.1 of XMeld was used productively from May 1, 2013 and is available free of charge. It is published by the Federal Association of Top Municipal Committees and can be requested from the Coordination Office for IT Standards (KoSIT).

With the Federal Registration Act , which came into force on November 1, 2015, the change from XMeld 1.8.1 to XMeld 2.1 took place. The other releases follow on May 1st and November 1st of each year. Here the formal message definitions as well as the specific transmission standards z. B. to XInneres and communication standards with other recipients such as the Federal Central Tax Office, Pension Insurance, Federal Office of Justice, Federal Employment Agency, state broadcasting corporations, state statistical offices, religious societies under public law, central register for foreigners, etc. a. set.

XSocial

XSozial is a standard that municipalities should enable and other public institutions, data from the labor and social services quickly and safely in an open standard XML-based exchange .

The data is encrypted and signed and transmitted via the Online Services Computer Interface (OSCI). XSozial emerged from the Deutschland-Online initiative , which promotes the development of e-government solutions.

XU operation

XUBetrieb is a freely available library of data models for the development of standardized interfaces for the electronic exchange of messages in environmental reporting. Information about the condition and extent of the environmental pollution caused by the companies and the protective measures taken by the companies to avoid or reduce the pollution are transmitted.

The aim is to reduce costs and increase the quality of the fulfillment of environmental reporting obligations. This affects both companies and authorities. In order to achieve the goal despite the federally assured diversity in the IT landscape, a freely available XML structure of company master and report data was developed and established. This reduces redundancies and can be used free of charge by all interested parties. The inclusion as a standard in the XÖV of the federal government ensures quality and free availability as well as continuous documentation and future maintenance and thus the usability of XU operation.
