Cyclone Luban , officially Very Severe Cyclonic Storm Luban was the third tropical cyclone , which during the North Indian Ocean tropical cyclone in 2018 on the Arabian Peninsula came after the cyclones Sagar and Mekunu 2018. In May Luban developed on 6 October in the central Arabian Sea and followed a west-north-westerly direction for most of its existence. The India Meteorological Department (IMD) classified Luban on October 10 as a very severe cyclonic storm - equivalent to Category 1 on the Saffir-Simpson hurricane wind scale , with an estimated at least 135 km / h. After the landfall on October 14th in eastern Yemen with sustained winds of 75 km / h, the storm weakened quickly through the dry, mountainous terrain of the Arabian Peninsula and dissolved on October 15th. In eastern Yemen, the storm generated heavy rain and flash floods in which 14 people were killed. At least seven towns were cut off from the outside world because the road connections were interrupted.

Meteorological history

Cyclone's track

On October 4, the American Joint Typhoon Warning Center (JTWC) first pointed out an area of ​​diffuse convection southwest of India and the possibility of tropical cyclogenesis . The system was located over the warm waters of the Arabian Sea in a zone of low wind shear . The circulation became increasingly better defined. On October 6, India Meteorological Department (IMD) classified the system as Depression ARB 04. A day later, the agency upgraded the system to Deep Depression, and on October 8, IMD upgraded the system to cyclonic storm and awarded the Name Luban . On the same day, the JTWC began issuing warnings about Luban and assigned the designation 05A .

At the time the JTWC began issuing storm warnings, Luban had rotating rain bands around an existing central thunderstorm zone, with good outflow on the north side. The circulation became more organized over time and was steered from a subtropical ridge to the north in a generally west-northwest direction. On October 9, IMD upgraded Luban to a severe cyclonic storm, and the thunderstorms continued to swell over the circulation center. A day later, Luban had intensified further and was classified by the IMD as a very severe cyclonic storm, with maximum sustained wind speeds of more than 75 knots. The JTWC upgraded Luban to a Category 1 cyclone on October 10 for the storm had developed an eye . Both the IMD and the JTWC assumed that Luban reached its greatest strength with wind speeds of 140 km / h. Both services assumed that the cyclone would more or less continue on its path and hit the Arabian Peninsula.

Influenced by two high pressure ridges, Luban moved slowly and began to weaken on October 11th due to upwelling , although the conditions were otherwise favorable for further reinforcement. The central core of the convection disappeared and this was restricted to the eastern side of the circulation. On October 13th, the thunderstorm activity increased over the center, which indicated a re-intensification. But the approach to the mainland made Luban lose its strength again because the water and air temperatures were cooler here. On October 14, at around 6:00 a.m. UTC, the center of Luban in eastern Yemen, about 30 km south of al-Ghaydah, crossed the coast with sustained winds of 75 km / h. Over the mountainous and dry mainland, the storm quickly weakened before degenerating into a well-developed depression on October 15.

Preparations, Effects and Consequences

The IMD advised fishermen not to set sail on the high seas of the Arabian Sea and the Gulf of Aden. In Yemen, before the landfall, the United Nations Population Fund brought 1,250 packages of emergency aid to the coastal areas. Medics were on standby in the region to help the people affected by the storm. In Oman, the authorities closed schools and recommended that the population avoid low-lying areas in the expected path of the storm.

Cyclone Luban hit Yemen amid the civil war and cholera epidemic that began in 2015 . The total damage in Yemen has been provisionally estimated at one billion US dollars . The storm hit the al-Mahra governorate hardest , where around 90 percent of the infrastructure was damaged. In total, 14 people were killed in Yemen as a result of the effects of the storm, and 124 others were injured, with ten still missing a month after the storm. Around 8,000 people were left homeless. The storm damage forced 2,203 families to leave their homes and go to one of the 38 emergency shelters set up in schools. Thousands of head of cattle were washed away by the floods, the roads on the coast of Yemen and bridges were swept away by the water, making relief efforts difficult, and gravel roads were washed away, cutting off seven villages with a total of 3,000 residents. The port of Nishtun , which was closed during the storm, reopened in the following weeks. In al-Masilah , 62 houses were damaged or destroyed by the floods. The storm damaged the hospital in al-Qishn district , causing staff to move to safety and the facility was closed for at least a week. The storm damaged around 90% of the electricity network in al-Ghaydah . Access to clean drinking water was widely lost because wells were destroyed by the effects of the storm. The Red Crescent of Yemen carried out search and rescue operations with the help of helicopters dispatched by Saudi Arabia.

After the landfall, Luban led to heavy rainfall in southern Oman, which led to flash floods . Dalkut reported 145 mm and Salalah 138 mm, both within 24 hours.

After the storm passed through, various non-profit and government organizations provided emergency aid to the people affected by Luban. The King Salman Relief Center sent two trucks with tents, blankets and mattresses from Aden to the hardest hit areas, and the Oman Charitable Organization sent seven trucks with food and other goods to eastern Yemen. The World Health Organization sent three tons of medical supplies, including medicines for cholera and malaria and for general injury treatments. The Red Crescent of the United Arab Emirates cleared the rubble from the gravel roads about ten days after the storm and repaired them to the extent that the previously cut villages could be reached again. Al-Mahra Governorate allocated ﷼  2 billion (US $ 2.55 million) to repair public facilities .
