Édouard Goubert (born July 29, 1894 in Pondicherry , † August 14, 1979 in Asho ) was a French - Indian politician . From 1951 to 1954 he represented French India in the French National Assembly . Goubert played an important role in connecting the French possessions to India. After this was completed, he acted from 1963 to 1964 as the first Chief Minister (head of government) of the newly established Union territory of Pondicherry .

Édouard Goubert was born on July 29, 1894 in Pondicherry (Puducherry), then the capital of French India . He began a career in colonial administration and worked as chief clerk at the Pondicherry Court. In 1951 he ran as a candidate associated with the Union démocratique et socialiste de la Résistance (UDSR) for the seat of French India in the French National Assembly ( Assemblée Nationale ). Goubert won the election with an overwhelming majority of 99.3 percent of the vote.

After the French possessions in India had decided in a referendum in 1949, with the exception of Chandannagar , to remain with France, the pro-Indian faction gained the upper hand in the following years. Edouard Goubert also advocated the annexation of the French possessions to the Republic of India. In March 1954 he traveled to Pondicherry and took part in the agitation for the “liberation” of French India, which is why on June 29, 1954 his parliamentary immunity was lifted. On November 1, 1954, the French possessions were de facto annexed to India. This ended Goubert's membership in the National Assembly.

After the annexation to India, Edouard Goubert was politically active for the Indian National Congress . From 1956 to 1959 he acted as Chief Counselor , who provisionally ruled the former French possessions. After the treaty concluded in 1956, in which France ceded its colonies to India, came into force de jure in 1962 after ratification by the French parliament , the union territory of Pondicherry was formed from the former French possessions . Edouard Goubert was sworn in on July 1, 1963 as the first Chief Minister (head of government) of the Union Territory and remained in office until September 11, 1964. In the first parliamentary election in Pondicherry in 1964, he entered the parliament of the Union territory.

Edouard Goubert died on August 14, 1979 in Asho near Bangalore . In Puducherry he is revered for his role in the connection to India and referred to as Papa Goubert or Nagara Thanthai ("father of the city"). In 1976, while he was still alive, a statue of Edouard Goubert was erected on the southeast corner of Bharati Park (Government Park) in the center of Puducherry. Leading politicians from Puducherry pay their respects to her on the anniversary of Goubert's birth and death. Puducherry's beach promenade, the former Beach Road , has been renamed Goubert Salai (Goubert Street), the largest market in the city, the former Grand Bazaar , is now called Goubert Market , and a district of Puducherry is also named Goubert Nagar in his honor .
