(31531) ARRL is a major outer belt asteroid discovered on February 9, 1999 as part of the Spacewatch program.
It is named after the American Radio Relay League . The name was suggested by Joseph L. Montani, University of Arizona , who gave his name to the asteroid (7656) Joemontani .
