A demon in the form of a minister terrorizes the imperial court in ancient China at the turn of the millennium. The naive tax collector Ling Choi San is also wrongly persecuted by the corrupt authorities. With the help of a rebel group, however, he manages to escape. The insurgents have set themselves the goal of freeing the innocent incarcerated Minister Fu - for which it is necessary to defeat the incarnation of evil itself.
