Aghybai Dynkenuly Smaghulow ( Kazakh Ағыбай Дынкенұлы Смағұлов , Russian Агыбай Дынкенович Смагулов Agybai Dynkenowitsch Smagulow ; * 2. August 1956 in Barnaul , Russian SFS , Soviet Union ) is a Kazakh diplomat and since May 2011 Ambassador of Kazakhstan in Tajikistan ; previously he was ambassador to Afghanistan . He is married and has two children.

biography

Smaghulov graduated from the Moscow Institute of the Russian Domestic Intelligence Service (FSB ) in 1977 and served with the KGB border troops until 1992 . After Kazakhstan declared its independence in 1992, he became head of the Ministry of Foreign Economic Relations of the new Republic of Kazakhstan and advisor to the presidential administration.

From 1996 to 1998 he was the first secretary and advisor to the Embassy of Kazakhstan in the Republic of Korea before heading the Foreign Policy Information, Analysis and Planning Department at the Kazakh Foreign Ministry for two years . He was also a clerk in the Department of Foreign Economic Relations and Investments at the Ministry of Foreign Affairs.

From 2000 to 2004 he was Counselor of the Kazakh Embassy in Iran and from 2004 to 2005 he was Head of the Kazakh Foreign Minister's Office. In 2005, Smaghulov became the director of the Department of Information, Analysis and Forecasting of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

In 2005 he was appointed Ambassador of Kazakhstan to Afghanistan by Kazakh President Nursultan Nazarbayev . Since May 2011 Smaghulow has been Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Republic of Tajikistan .
