Ahmed Shaheed (born January 27, 1964 ) is a diplomat and Maldivian politician of the Maldivian Democratic Party (MDP), who was foreign minister between 2005 and 2007 and again from 2008 to 2010. He also acted as UN special rapporteur on the situation of human rights in Iran between 2011 and 2016 and has been UN special rapporteur on freedom of religion or belief since 2016 .

Life

After finishing school, Ahmed Shaheed began studying international politics and strategic studies at the University College of Wales in Aberystwyth , which he completed in 1989 with a Bachelor of Science in Economics (B.Sc. Econ.). A subsequent post-graduate studies in International Relations at the University of Queensland closed it in 1995 with a Doctor of Philosophy ( Ph.D. ) from. He then entered government service and was Director for Regional Cooperation in South Asia at the Ministry of Foreign Affairs from 1995 to 1998 and at the same time between 1997 and 1998 employee of the Kathmandu- based South Asian Association for Regional Cooperation SAARC (South Asian Association for Regional Cooperation) . Subsequently, he served between 1999 and 2004 as Permanent Secretary (Permanent Secretary) and as the highest official of the Foreign Ministry. He was also governor for the Maldives from 1999 to 2004 in the intergovernmental financial organization Common Fund for Commodities (CFC). He was also director of the Human Rights and Good Governance Project in the Presidential Office from 2003 to 2007 . In 2004 he became a member of the Constituent Assembly ( Majlis ) for the Maldivian Democratic Party (MDP ) , of which he was a member until 2007.

As part of a cabinet reshuffle, Shaheed was appointed Foreign Minister for the first time on July 14, 2005 by President Maumoon Abdul Gayoom and thus the successor to long-time Foreign Minister Fathulla Jameel , while Ahmed Thasmeen Ali became the new Interior Minister. On August 21, 2007 he resigned as foreign minister, after which on August 23, 2007 Abdulla Shahid was appointed as his successor.

On November 9, 2008, the newly elected President Mohamed Nasheed presented his cabinet, which, however, still had to be confirmed by the Majlis. In this Ahmed Shaheed took over the office of foreign minister again, while Ameen Faisal became defense minister, Qasim Ibrahim interior minister and Ali Hashim finance minister. On November 11, 2008, President Nasheed was sworn in and on November 12, 2008 the cabinet was confirmed by the Majlis with 21 to ten votes, whereupon the cabinet members were sworn in. He now held the post of Foreign Minister until March 21, 2011, when Ahmed Naseem took over from him . Ahmed Shaheed then became UN Special Rapporteur on the situation of human rights in Iran in 2011 and held this position until he was replaced by Asma Jilani Jahangir in 2016. In addition, between 2011 and 2012 he was an advisor to President Mohamed Nasheed on the de-radicalization of the Maldives and briefly lecturer at the Maldives National University . He was also a visiting professor of political science at the City University of New York (CUNY) from 2012 to 2016 and a visiting professor of applied human rights at the University of Essex between 2012 and 2014 . He has also been Deputy Director of the Center for Human Rights and Lecturer at the Law Faculty of the University of Essex since 2014 and an expert on human rights in the Big Data and Technology project there since 2015 .

Shaheed has been the successor to Heiner Bielefeldt since 2016 as the UN special rapporteur on freedom of religion or belief
