Al Francis C. Bichara (born September 17, 1952 in Albay ) is a Filipino politician of the Nacionalista Party who was a member of the House of Representatives between 1992 and 1995 and has been a member again since 2007. In the meantime he was governor of Albay province from 1995 to 2004 and ambassador to Lebanon and Syria from 2004 to 2006 .

Life

After attending school, Bichara completed a degree in civil engineering at Aquinas University-Legazpi , which he completed in 1980 with a Bachelor of Science (BS in Civil Engineering).

Bichara began his political career when he became mayor of Ligao in 1986 and held this office until 1992. In the elections of May 11, 1992 , he was first elected as a candidate for the Nacionalista Party as a member of the House of Representatives and represented the constituency of Albay 3rd District until June 30, 1995 .

He then succeeded Danilo Azaña as Governor of Albay Province in 1995 and held this office until 2004. During this time he completed a post-graduate course in business administration at Aquinas University-Legazpi, which he completed in 1998 with a Master of Business Administration (MBA). Since he had reached the maximum consecutive eligibility of nine years, he was not allowed to run again for the office of provincial governor in 2004 and was replaced by Fernando V. Gonzalez.

Ambassador to Lebanon and Syria and re-election to the House of Representatives

Instead Bichara was founded in 2004 by President Gloria Macapagal-Arroyo again as ambassador in Lebanon and was also ambassador to Syria accredited . During his term of office, which lasted until 2006, the outbreak of the Lebanon War broke out on July 12, 2006 , during the course of which he was instrumental in evacuating the majority of the 40,000 foreign Filipinos living there to Cyprus .

In the elections on May 14, 2007 , Bichara was re-elected as a member of the House of Representatives for the Nacionalista Party and now represents the constituency of Albay 2nd District . In the elections on May 10, 2010 , he was re-elected with 117,611 votes (58.01 percent) and was able to prevail against the candidate of the Liberal Party (LP), Amelia Bonita Apin, to the 58,600 votes (28.90 percent) accounted for. Third place in this constituency was the non-party , Ricardo Ayala, who received 13,214 votes (6.52 percent). During the 15th legislative period , which ran from 2010 to 2013  , he introduced a legislative initiative to introduce a national identity card ( House Bill No. 131 ).

Bichara was re-elected in the May 13, 2013 election. With 133,333 votes (69.75 percent) he again prevailed clearly against his non-party challenger Walter Magdato, who received 13,133 votes (6.87 percent). In the current 16th legislative period, which runs from 2013 to 2016, he is chairman of the Parliament's Committee on Foreign Affairs . He is responsible for all matters that directly and fundamentally deal with relations with other countries, the diplomatic and consular service, the United Nations and its sub-organizations as well as other international organizations and institutions.

Since Bichara has reached the maximum consecutive eligibility of nine years, he will not be allowed to run again in the upcoming elections on May 9, 2016 , and will therefore be eliminated from the House of Representatives. Instead, he is running again for the office of governor of Albay.
