Aleksander Graf Wielopolski (born March 13, 1803 in Sędziejowice , † December 30, 1877 in Dresden ) was a Polish nobleman , count , landowner and politician from the Wielopolskis noble family . From 1862 he was leader of the government of Congress Poland , which was directly subordinate to the Russian Tsar .

Life

Wielopolski was conservative , pro- Russian and sought to regain the autonomy that had been lost in 1831 after the failed November uprising and to emancipate the Jews in Poland . He undertook an educational and agricultural reform . The educational reform included the construction of new schools. The new "Hauptschule" in Warsaw (Polish: Szkoła Główna Warszawska ) was the first university in the Russian-occupied part of Poland to achieve the rank of university . The agrarian reform included the introduction of rent instead of serfdom .

His attempt to limit the Polish national freedom movement among the young activists by abandoning them to Russian military service for 15 years encouraged the outbreak of the January uprising of 1863. In doing so, he achieved the opposite effect that he actually wanted to avoid through his pro-Russian policy . Out of favor with Tsar Alexander II , he withdrew from active politics in 1863, bitter and misunderstood by everyone, and died in Dresden in 1877 after a serious illness .
