Alexander Staljewitsch Voloshin ( Russian Алекса́ндр Ста́льевич Воло́шин; born March 3, 1956 in Moscow , RSFSR , USSR ) is a Russian politician, businessman and former statesman.

biography

Voloshin graduated from Moscow State University of Transportation in 1978 . After graduating, he worked for several years in various positions at the locomotive depot of the Moskovskaya Zheleznaya Doroga railway company .

In 1983 Voloshin enrolled in the All Union Academy of Foreign Trade. Subsequently, he worked as a senior research assistant, division manager and deputy department manager at the Allunons research institute until 1992.

In 1996 Voloshin was elected President of the "Federal Joint Stock Company".

In November 1997, Voloshin was appointed assistant to Valentin Yumashev , the head of the Presidential Administration of the Russian Federation . Less than a year later, he rose to become deputy head of the presidential administration.

By order of Boris Yeltsin , Voloshin was appointed head of the Russian presidential administration in March 1999. In December of the same year and in May 2000, Vladimir Putin confirmed him in office. Voloshin resigned from this position on October 30, 2003.

From 1999 to 2004 Voloshin was a member of the Security Council of the Russian Federation . According to the political scientist Sergei Markov, Voloshin came up with the idea of ​​so-called “ guided democracy ”, according to which political problems that cannot be solved democratically “have to be solved differently”. In the early 2000s, Voloshin was known as the “gray cardinal of the Kremlin ”.  

Between 1999 and 2008 Voloshin held the position of Chairman of the Board of Directors of the Unified Energy System group of companies active in the energy sector . After its dissolution, he took over the post on the board of directors of the stock corporation " Nornickel ".

From 2010 to 2014 Voloshin acted as chairman of the board of the mining company " Uralkali ". He has been on the board of the largest Russian rail transport company Freight One since 2012 .

Together with Maxim Bassow, the managing director of the Russian agricultural group Rusagro , Voloshin invested in the Russian start-up company "Genotek", which specializes in DNA research, in 2016 .
