Alexei Walentinowitsch Tschelyschew ( Russian Алексей Валентинович Челышев ; born March 10, 1955 , Wolsk , Saratov Oblast , USSR ) is a Russian politician and prefect of the Troitsk and Novomoskows districts , which became part of the capital Moscow on July 1, 2012 . In November 2013 he was appointed Prefect of the Southern Administrative District of Moscow City.

life and career

After graduating from the Moscow Mechanical Engineering Institute in 1977, he worked in the construction sector for a decade until 1987, most recently as operations manager. In 1987 he moved to the Executive Committee of Moscow's Gagarin Raion, whose Deputy and then First Deputy Head he became. From 1991 to 1998 he worked in commercial construction companies.

1998–2001 he was administrative director of the Troparewo-Nikulino Rajon, then the Gagarin-Rajon of the city of Moscow. In 2001 he became Deputy, and in 2002 First Deputy of the Prefect of the South-Western Administrative District of Moscow City . From December 2005 to April 2012 he was then himself prefect of the southwestern administrative district.

When Moscow's mayor Yuri Luzhkov was dismissed by then-President Dmitry Medvedev on September 28, 2010 and the Moscow government and the prefects of the city districts also had to leave the following day, Chelyshev was the only prefect to keep his office on a temporary basis. After taking office on November 2, the new Moscow mayor Sergei Sobyanin extended the powers of Chelyshev and six other prefects.

His future task

On April 17, 2012, he was appointed prefect of the two new Moscow districts - Troitsk and Novomoskowsk - which emerged from the areas of the Moscow Oblast that were transferred to Moscow. In the next two years, the two districts are to be governed by a prefect, i.e. by him alone. Tschelyschew is responsible for the development of an area that is one and a half times the size of Moscow, will grow from currently around 230,000 inhabitants to two million and will accommodate government buildings, business centers and elite settlements. On November 8, 2013, Chelyshev was promoted to Prefect of Moscow's Southern Administrative District.

Scandals

The preferential treatment of Chelyshev by Moscow city leaders is reportedly related to his questionable "talent" for carrying out large projects at any cost. He repeatedly caused a stir with the forcible eviction of residential buildings in favor of urban construction projects. The owners of the houses were then accommodated against their will in small apartments in traditional settlements.
