Edward Allan Wagner Tizón (born February 7, 1942 in Lima ) is a Peruvian diplomat and politician .

Life

Degree and diplomat

After attending school, Wagner Tizón began studying engineering at the Universidad Nacional de Ingeniería (UNI) and the Universidad Nacional de Trujillo (UNT). He also studied humanities and law at the Pontifical Catholic University of Peru (PUCP) and the Universidad Nacional Mayor de San Marcos (UNMSM).

In May 1963 he joined the diplomatic service and was initially the agent for the General Agreement on Customs and Trade (GATT) in the Foreign Ministry before he was transferred to the embassy in Switzerland as a commercial attaché . After his return and attending the Diplomatic Academy, he worked as Third Secretary with the Cartagena Agreement of May 26, 1969, which led to the establishment of the Andean Pact . In addition, he was from 1968 to 1971 Representative to the Latin American Community for Free Trade (ALALC) in Montevideo and then until 1975 Second Secretary and Head of the Economic Department of the Embassy in the United States . After returning to Peru, he became First Secretary in the Department of Technical Cooperation and International Finance of the Ministry of Foreign Affairs and, in 1976, Director of Economic Relations with Latin America and Integration. After a post at the Embassy in Chile from 1978 to 1980, Wagner Tizón became head of the Andean Community's external relations department and then in 1983 head of cabinet of the foreign minister. Most recently he was Head of the Embassy in the USA between 1983 and 1985.

Minister and Ambassador

He was appointed Foreign Minister in July 1985 by President Alan García in his cabinet and held this office until May 1988. He was then ambassador to Spain and then from 1990 to 1992 in Venezuela . After the dissolution of Congress by President Alberto Fujimori in April 1992, he was recalled as ambassador, but lived in exile in Caracas until the end of Fujimori's presidency in September 2000 .

He was later ambassador to the United States between 2001 and 2002, before being reappointed Foreign Minister by President Alejandro Toledo in July, a position he held until December 2003.

Between December 2004 and July 2006, he succeeded Guillermo Fernández de Soto as General Secretary of the Andean Community. Afterwards, Alan García, who was again elected President, appointed him Defense Minister in his cabinet, to which he was a member from July 2006 to December 2007.

In January 2008 he became the diplomatic representative of Peru before the International Court of Justice because of the disagreement between Chile and Peru over sea zones and in February 2008 he became Ambassador to the Netherlands .
