André Stinka (born June 13, 1965 in Dülmen ) is a German politician. Until May 2017 he was General Secretary of the SPD in North Rhine-Westphalia and from 2005 to 2012 a member of the North Rhine-Westphalian Landtag , of which he has been a member again since 2015.

Education and life

André Stinka attended the Overberg elementary school in Dülmen from 1971 to 1974 and the municipal secondary school (today Hermann Leeser School) in Dülmen from 1974 to 1981. He then received training as a civil servant at the Bundeswehr administration in Dülmen. Between 1984 and 1989, Stinka was at the Air Force headquarters in Cologne and has been a civil servant at the Higher Administrative Court of the State of North Rhine-Westphalia in Münster since 1989 .

In 1985 André Stinka joined the SPD. Since 2000 he has been chairman of the SPD sub-district Coesfeld.

In 2000 Stinka ran for the first time for the state parliament. In 2004 he failed as a district administrator candidate against Konrad Püning from the CDU. But he moved in as a member of the Coesfeld district assembly and was elected deputy district administrator there. In 2009 he won a direct mandate for the district council in Dülmen and was elected chairman of his parliamentary group.

In the state elections in 2005 , he entered the state parliament of North Rhine-Westphalia via the state list . In the state elections in 2010 , he was initially unable to defend his mandate. As the second successor on the reserve list, however, following the formation of a red-green minority government under Prime Minister Hannelore Kraft in August 2010 for Gerd Bollermann in the state parliament, since Bollermann resigned his state parliament mandate due to his appointment as regional president of the district of Arnsberg . After the early elections in 2012 , Stinka resigned from the state parliament when, in the wake of the missed direct mandate, the SPD was unable to move in via the state list due to the numerous overhang seats . In the state parliament, Stinka was from January 2009 to June 2010 in the SPD parliamentary group as spokesman for energy and climate policy and from September 2010 to March 2012 as spokesman for environmental, climate and consumer protection.

On July 4, 2012, the state board of the NRWSPD nominated him as the new general secretary of the state party to succeed Michael Groschek . He initially carried out this office on a provisional basis. At the regular state party conference on September 29, 2012, Stinka was elected General Secretary with around 91%.

On October 21, 2015, he replaced the retired MP Reiner Breuer in the North Rhine-Westphalian state parliament.

On May 18, 2017, André Stinka announced his resignation as General Secretary of the NRW-SPD.

André Stinka has been the state chairman of the environmental association Naturfreunde NRW since November 17, 2018 .
