Workers' housing cooperative

A workers' housing cooperative ( AWG for short ) was the union of employees in companies and institutions in the GDR to form a socialist cooperative , with the purpose of building, maintaining and managing apartments as cooperative property. Workers' housing cooperatives were subsidized by the state with interest-free loans, among other things. The members performed work and acquired shares in the cooperative.

As early as the first three decades of the 20th century, trade unionists and social democrats tried to improve the living conditions of working-class families. Housing cooperatives were formed in larger and smaller cities of the German Empire , which raised the starting sum for the construction of workers' apartments by investing savings from numerous members. With the support of SPD mayors or at least strong SPD parliamentary groups in the respective city councils, by taking out loans and granting subsidies , the first projects could be realized.
Not least in connection with the protests in June 1953 , the Council of Ministers of the GDR decided on December 10, 1953 to adopt the “Ordinance on the further improvement of the working and living conditions of workers and the rights of the trade unions” on the approval of workers' housing associations as a voluntary association issued by workers, employees and members of the intelligentsia for the cooperative construction and maintenance of housing .
The state supported the cooperatives by providing building land free of charge, taking over the development work and interest-free loans amounting to up to 85% of the construction costs. On March 4, 1954, the GDR Council of Ministers passed the ordinance on the financing of workers 'housing and a model statute for a workers' housing cooperative . The regulations were adopted accordingly by the magistrate in the eastern part of Berlin . In an order dated October 22, 1954, it was decided to set up a special auditing association for workers' housing associations.
The first cooperatives included the workers' housing cooperative of the state-owned company Transformatoren- und Röntgenwerk in Dresden ( AWG TuR for short - today Sächsische Wohnungsgenossenschaft Dresden eG , founded on March 24, 1954) and the AWG of the Warnowwerft in Rostock (today housing cooperative Warnow Rostock-Warnemünde eG , founded on April 4, 1954).
The distribution of the apartments was differentiated according to family size, order of entry, living situation and personal requirements of the members, but also according to their performance at work and their social participation. Since the AWG were mostly organized and formed according to operational units, there was a direct connection between the workplace and the receipt of an apartment.
In 1988 there were around one million AWG apartments in the GDR. In 1990 the AWG statutes were adapted to the cooperative law of the Federal Republic, the cooperatives were retained. The buildings actually erected before 1990 have been run as old new buildings ever since .
The separation of ownership of the land and the buildings erected on it meant that after the fall of the Wall, federal German law had to be established with the help of the Property Law Cleansing Act and the Old Debt Aid Act .
