The housing cooperative “Aufbau” Strausberg eG is a German housing company based in Strausberg . Its portfolio includes 1344 apartments (as of December 31, 2014), as well as commercial units, garages, parking spaces and gardens. 1857 people are members of the housing cooperative, which is one of the largest apartment owners in the city of Strausberg.

The prehistory of the cooperative is connected with the “Official Housing Association zu Strausberg”, which existed until the end of the Second World War.

In view of the still noticeable housing shortage after the Second World War and not least in connection with the protests in June 1953 , the GDR Council of Ministers issued the “Ordinance on the further improvement of the working and living conditions of workers and the rights of the trade unions” on December 10, 1953 ". It formed the legal basis for the approval of workers' housing associations as a voluntary association of workers, employees and members of the intelligentsia for the cooperative construction and maintenance of housing.

The state supported the cooperatives by providing building land free of charge, taking over the development work and interest-free loans amounting to up to 85% of the construction costs. On March 4, 1954, the GDR's Council of Ministers passed the ordinance on the financing of workers' housing and a model statute for a workers' housing cooperative.In an order of October 22, 1954, it was decided to form a special auditing association for workers' housing cooperatives.

In this context, 17 Strausbergers founded the workers' housing cooperative (AWG) "Aufbau" Strausberg on August 26, 1954 . The entry in the register of workers' housing cooperatives of the council of the Frankfurt / Oder district was made on September 8, 1954 under the number 514/1954. Heinz Lammel was the first chairman of the cooperative. The aim was to create apartments for the members and their families on their own initiative. In the early days, 80 percent of the construction costs were financed through interest-free state loans. Only 20 percent of the costs had to be covered by own funds. When joining the cooperative, shares in the amount of DM 2,100 as well as own work of hours had to be provided. In 1959, the founding members and other newcomers opened up a forest area on Landhausstrasse and founded the Gustav-Kurtze-Promenade residential area, today's Gustav-Kurtze-Wohnpark.

The acceptance of workers' housing cooperatives in Brandenburg was initially still low among the population in the mid-1950s, but after the successes of the National Reconstruction Association remained selective, almost half of all apartments were built by cooperatives by the end of the decade. The cooperatives became a determining factor in housing construction.

At the end of 1954, work began on the construction of the first four terraced houses on today's Fliederweg in the Neue Mühle residential area, which were inaugurated in the second half of 1955.

1960 years to 1990

1962 was the year with the most intensive construction activity to date. In the Gustav-Kurtze-Promenade residential area, numerous apartments were handed over and the number of members grew to 390. In 1962/63 the residential area in Lindenweg in Hennickendorf was added.

From 1964 the then planned economy set other goals, so that no additional apartments could be handed over for almost 14 years. Independently of this, the number of members rose to 656 by 1970, so that members looking for accommodation could only hope that another member would move away. It was only after 1976 that more than 150 apartments were added to the housing cooperative's portfolio. Between 1979 and 1981, the housing association built 185 apartments, which for the first time had modern district heating and ventilation systems.

By 1990 a total of 1,096 apartments had been built and the number of members had grown to 1,290.

In the mid-1970s, the government of the GDR demanded that smaller cooperatives be merged with workers' housing associations across the country. This also affected the "GEWOBA Strausberg" and the AWG "Aufbau" Strausberg. The "GEWOBA Strausberg" was founded in 1912 as the "Official Housing Association of Strausberg" and carried this name until the end of the Second World War. Their stock consisted mainly of apartments from the years of construction 1924 to 1929. GEWOBA cooperatives (the abbreviation GEWOBA stands for "Gemeinnützige Wohnungsbau-Genossenschaft") were acquired in the Mark Brandenburg by Märkische Wohnungsbau GmbH - the counterpart to Berlin's GEHAG - in the 1920s founded.

On the basis of the resolution of the Strausberg District Council (Council Resolution No. 172/18/85), preparatory talks were held for the merger of the two cooperatives. On July 1, 1987 the merger of the two cooperatives was decided and the merger was completed on January 1, 1988. The cooperative's portfolio increased by 194 apartments. The employee of “GEWOBA Strausberg”, Ms. Neumann, works in the cooperative until she reaches retirement age. Due to the merger with "GEWOBA Strausberg", the cooperative has a tradition going back more than 100 years.

Before the fall of the Wall , the cooperative had a total of 1,192 apartments.

1990 until today

In 1990 and 1991 the legal reorganization of the cooperative and the change of the name from Arbeiterwohnungsbaugenossenschaft (AWG) “Aufbau” Strausberg to Housing Cooperative (WBG) “Aufbau” Strausberg eG with the local court entry in the cooperative register on August 10, 1991 under the Number GNR100 and a statute corresponding to the now applicable law. The purpose of the cooperative is therefore to support its members through a good and safe housing supply.

In the mid-1990s, risks threatened the existence of the cooperative. Property issues and the problem of old debts had to be clarified in order to secure the existence in the long term. In order to be able to use the possibility of halving the old debts given by the old debt aid law , 15% of the cooperative apartments had to be sold. By fulfilling this provision, the number of apartments was reduced to 1,052 by 1999. In parallel to tackling the problem of old debts, new loans were taken out in order to be able to carry out necessary renovations.

In 2000 , a house was completely renovated on a property that was used by the Soviet armed forces in Germany until the fall of the Wall , and a new building was erected right next to it.

In 2004, in the 50th year of its existence, the cooperative took advantage of the opportunity to expand the housing stock by purchasing the connected “residential area North 1” by 319 apartments, thereby also expanding the range of apartments on offer for members. This newly added residential area was built for the NVA in the 1950s and now bears its originally planned name "Seehaus-Siedlung" again. The residential area is an area monument . After years of efforts, a consensus was reached in 2011 with the monument protection authority for a complete energetic renovation. The renovation that has been ongoing since 2013, both in keeping with the monument and at the same time energetic , has been expressly recognized by the mayor of Strausberg and, according to current planning, will cost more than 6 million euros.

In 2014, in the 60th year of the existence of the cooperative, it built a new residential and commercial building (new seat of administration) as a solar house (more than 50% solar coverage - coverage of hot water and heating requirements). The inauguration of the sun house attracted regional attention. The general planning of the solar house was carried out by Agora + Projektentwicklungsgesellschaft mbH under the direction of Mathias Tietze.

In 2016, the WBG "Aufbau" took over the management of the 112 apartments of the Waldfriedener Wohnungsgenossenschaft eG Bernau (GEWAWO) for a limited period. (GEWAWO: The abbreviation refers to the former name of the cooperative “Gemeinnützige Waldfriedener Wohnungsgenossenschaft”.) On January 1, 2018, both cooperatives merged.

History of GEWAWO

The history of GEWAWO is directly linked to the former federal school of the General German Trade Union Federation . This is a complex of teaching and administrative buildings in the north of Bernau near Berlin in the Bernau-Waldfrieden district . The complex was designed by the architect Hannes Meyer with Hans Wittwer and Bauhaus students and built between 1928 and 1930. After the inauguration in May 1930, the federal school was used for the training and further education of union officials of the General German Trade Union Federation (ADGB) . In May 1933, the trade union school was occupied by the Sturmabteilung (SA) and later converted into a Reich school of the National Socialist German Workers' Party (NSDAP) and the German Labor Front (DAF) . After the end of the war, the buildings served the Red Army as a military hospital from the spring of 1945 until the Soviet military administration handed them over to the Federal Executive of the Free German Trade Union Federation (FDGB) in 1946 . From 1947 to 1990 the FDGB used the school, which was renamed the “Fritz Heckert” trade union college in 1951 . From 1991 to 1998 the ensemble was used as a technical college for public administration. Since the end of the 1990s, the renovated building monument of the ADGB Federal School, the Barnim Gymnasium , the Upper School Center I of the Barnim district and parts of the Brandenburg state authorities have been located on the site .

The complex has been a listed building since 1977 and was declared a World Heritage Site by UNESCO in 2017 .

Teachers' settlement

In the immediate vicinity of the federal school there is a complex of buildings: the teachers' housing estate of the trade union college “Fritz Heckert”. A total of 14 houses with 112 apartments were built on the approximately 40,000 m² site, which were built in four construction phases:

  • 1949: Building in a style that is based on the Bauhaus style of the buildings of the neighboring union school
  • 1960: four-room apartments
  • 1970s: building with a gable roof
  • 1983: bungalow style building

In 1990 a tenants' association was founded from which the GEWAWO eG cooperative was founded in the same year. Bernau emerged without ownership of buildings or land. This tenant cooperative was founded to take the fate of the property management into their own hands.

The campus and the buildings of the union school, including the buildings of the teachers' housing estate , were transferred to trust assets after the fall of the Wall . The administration of the apartments in the teachers' estate was carried out by the municipal housing and construction company mbH Bernau until 1996.

In 1996, a leasehold contract was concluded between GEWAWO and the city of Bernau by resolution of the city council. The houses were sold to GEWAWO.

Since GEWAWO was very small, efforts were made from the beginning to merge with another cooperative in order to be able to work economically. These efforts were long unsuccessful. In 2015 the challenges accumulated (old connection fees, due dates of loans, etc.), so that GEWAWO asked for support from DOMUS AG, a subsidiary of the BBU and service provider in the areas of auditing, tax and management consulting. From July 1, 2016, the temporary external administration also took place with the support of the WBG "Aufbau".

Merging process

The spatial proximity between GEWAWO and the WBG “Aufbau” was one of the main reasons to think about merging the two cooperatives. With corresponding resolutions, the process of the merger began at the end of 2017, accompanied by the BBU association with its subsidiaries DOMUS Recht and DOMUS Steuerberatungsgesellschaft as well as the auditing department. The members of both cooperatives were informed in good time. At the beginning of June 2018, the GEWAWO general meeting and the WBG representative meeting “Aufbau” passed the merger resolutions necessary for the merger. In this way, the business assets of GEWAWO members could be secured and the WBG "Aufbau" expanded its portfolio with 112 apartments without having to buy. The merger was entered in the cooperative register on July 31, 2018. The retroactive merger was thus completed on January 1, 2018. The number of members of the WBG "Aufbau" increased from 1875 to 2043.

Organization of the cooperative

The chairman of the supervisory board is Ernst Czerny. Carsta Göring and Frank Wessel are members of the board of the housing association "Aufbau" in Strausberg . The office of the cooperative is in the Gustav-Kurtze-Promenade in Strausberg. The cooperative employs 14 people (as of August 11, 2014) and one trainee.

The housing cooperative “Aufbau” Strausberg is a member of the Association of North-East Brandenburg Cooperatives (VNOB) and the BBU Association of Berlin-Brandenburg Housing Companies .

About twice a year the cooperative publishes the membership newspaper Aufbau - Member Information. The first edition appeared in early 1997.
