Askeran ( Armenian Ասկերան ; Azerbaijani Əsgəran ) is a city in the Xocalı district in Azerbaijan . It is located in the internationally unrecognized Republic of Nagorno-Karabakh , in which it is the capital of the Askeran province . In 2015 the place on the Karkarchai had 2300 inhabitants.

In the 18th century a fortress was built in the place of Panah Ali Khan , ruler of the Karabakh Khanate , which is still preserved today. At the beginning of the 19th century, like the rest of Azerbaijan, the place came into the Russian Empire. In the Soviet Union it was part of the Nagorno-Karabakh Autonomous Region . In the course of the Nagorno-Karabakh conflict in 1991, the Nagorno-Karabakh Republic declared itself independent. Since 2010, the former city of Agdam has been part of Askeran under the name Akna.
