A road maintenance depot ( SM for short ) or a maintenance depot (Swiss language usage / not a building yard) is an ancillary system of a street and serves as a location for personnel, material and equipment that are necessary for road maintenance on classified roads . One of their core tasks is to carry out measures for road maintenance and safe traffic handling ( traffic safety obligations are the responsibility of the master craftsmen). In order to guarantee an optimal supply of the road network to be looked after, the road maintenance department is usually in the center of their area of ​​responsibility.

Definition

In addition to the road maintenance department, there is also the motorway maintenance department ( AM for short ), which is specifically dedicated to the road maintenance service on motorways. In rare cases, so-called bridge master offices are also found , which primarily take care of the maintenance, inspection and construction of small bridges. If a road maintenance depot is merged with a motorway maintenance depot due to efforts to make savings, one speaks of a mixed maintenance depot or road and highway maintenance depot ( SAM for short ). As part of the reform of the federal trunk road administration, there will only be pure motorway and road maintenance depots from 2021. The so-called SAM's are then largely disentangled.

The municipal building yards are responsible for the road maintenance of municipal roads or other subordinate roads and paths .

In the course of restructuring, the so-called master’s workshop , i.e. a superordinate master’s workshop , was introduced in North Rhine-Westphalia on January 1, 2012 .

In Germany around 180 motorway maintenance depots and around 580 road maintenance depots ensure the maintenance of a functioning road network . The motorway maintenance depots maintain an average of 65 km of motorways, the road maintenance depots 275 km of roads. The motorway maintenance go to their responsibility as part of the federal highway reform from 1 January 2021 the federal government ( the highway GmbH of the Federation as well as the highways-Bundesamt ). This ends the so-called order management of the states for the motorways.

In Austria, the road maintenance depots are responsible for those state roads that have always been under state supervision , as well as for the former federal roads. However, ASFINAG has been responsible for the motorways and expressways since 2006 . 27 motorway maintenance depots are subordinate to it.

The Swiss Federal Roads Office maintains 45 workshops that are responsible for road maintenance on motorways and national roads. Most Swiss municipalities have their own workshops that handle tasks such as municipal road maintenance, winter maintenance, street lighting and the maintenance of green spaces.

  • Implementation of the ongoing observation and visual inspection of engineering structures in accordance with DIN 1076
  • Accident service / processing of accident damage

  • Maintenance / cleaning of street equipment
  • Green and wood care
  • Carrying out tree inspections
  • Maintenance of rest areas and parking spaces (except for private facilities)
  • Maintenance / cleaning of the drainage facilities along the route
  • Maintenance of the company's own vehicle fleet
  • Construction supervision for company-led construction measures
  • Contract processing and awarding of operational maintenance and repair work
  • Securing jobs
  • Road administration (special use, other use, cultivation, border determinations / defining, etc.)
  • Operation of movable bridges and tunnels
  • Handling and processing of administrative activities (e.g. cash management, correspondence, inquiries from citizens)
  • Processing of traffic authority matters and participation in accident commissions (local accident investigation)
  • Participation in the preparation of comments on third-party plans (e.g. development plans, conversion of adjacent traffic areas)
  • Participation in the preparation of permits for the laying of supply lines and monitoring of the associated work

Personnel and organization

The staff of a motorway or road maintenance depot or a works yard (not a building yard) usually includes the manager (e.g. as a civil engineer) as road foreman and his deputy, as well as a number of specialists who are responsible for road operations, the workshop and administration are responsible. Road attendants or vehicle drivers (Swiss chauffeurs) are largely used for road operations. Motor vehicle mechatronics technicians are employed in the workshop to take care of the maintenance of vehicles, machines and equipment. In many companies, the master workshop or the works yard is also connected to an administration with administrative employees, technical employees (TM master road attendant) and construction supervisors.

The number of skilled workers is based on the importance of the master craftsman or the size of the area of ​​responsibility. On average, there are around 20 to 60 employees at a master workshop or a workshop (excluding municipal workshops in Switzerland).
