The Bürgerbüro Stadtentwicklung Hannover eV (bbs) is a non-profit association in Hanover . It is financed by the city of Hanover and other institutional and private sponsors. The bbs promotes citizen participation through information, advice, exchange of experience, qualification and support in planning processes. It develops and disseminates innovations for participation and urban development and is a central element of the culture of participation that has been developed and differentiated in Hanover over decades. The purpose is to bring the actors of the city ​​administration , the citizens, civil society organizations, politics, administration and business together in a dialogue.

The following fields of activity exist:

  • At discussion events, city bike tours and excursions, in publications, on the Internet, information is provided about current topics in urban development and participation. There are discourses organized on Urban Development and moderated, with the city office as a neutral actor is acting to ensure quality in urban development discourses.
  • Citizens, initiatives and associations dealing with urban development issues are advised and supported in developing the concept. In dialogue with politics and administration, standards for participation are defined in order to ensure process quality and to further develop the culture of participation.
  • Actors in urban society are trained in the “Citizen Participation Workshop”. Experts and citizens can receive further training at a high level and talk to one another. Topics include a. Citizen participation in district councils, working efficiently in groups, how the city works, e-participation and much more.
  • The association sees itself as a consultant and multiplier in order to spread the know-how through appropriate and effective participation processes. It is a place for active professionals and laypeople to meet, where people can network and make contacts.

Hannover make

HannoverMachen is a crowdfunding platform for community projects in Hanover aimed at the common good. Projects are supported that improve the living environment and create common benefits. Projects can be presented on the platform and support can be sought. Support can be provided with money and all other resources such as skills, advice, material, rooms or your own network in Hanover. The project aims to strengthen the community and contribute to finding solutions for urban tasks through civic engagement.

Citizen participation workshop

Citizens' Participation Workshop is a series of events organized by the association to present methods of participation and practical examples as well as to provide space for exchange and discussion. With participants from citizenship, politics and administration, a special quality of discussion, exchange and networking is possible.

Urban development from below

Urban development from below is a series of events organized by the bbs, in which the role of citizens in urban development is highlighted, their engagement is promoted and strengthened and the framework conditions for civic initiatives in urban development are improved. Projects are presented that were not made possible through administrative action or council resolutions, but rather through civic engagement. The series was created in 2015 as part of the accompanying evaluative process for the urban development dialogue “Mein Hannover 2030”.

City bike tours

During bicycle tours in and around Hanover, historical as well as current ecological and social aspects of urban development are discussed. The topics tie in with the tradition of the “historical-ecological bike tours” that have been carried out by Sid Auffarth and Matthias Muncke since 1990/91 . The diverse information and discussions on site are intended to encourage active engagement with your own city and arouse interest in participating in current planning. The bike tours take place in the summer months under the direction of building historian Sid Auffarth. Since Sid Auffarth has discontinued StadtRadTouren, the City Development Office in Hanover has had its last tours recorded and published as an audio guide under the name Audio.Stadtradtouren. A total of more than 110 stations were recorded, edited and made available online.

history

On the occasion of the public survey for Expo 2000 , the “lawyer planning working group” was set up. It provided independent information about the planned world exhibition and its effects on urban development. She supported groups, initiatives and associations that dealt critically with the world exhibition and took an active part in the discussions, citizens' meetings etc. on the pros and cons of the expo in a variety of ways. This experiment ended in autumn 1992. As a result, the city council of Hanover set up an independent citizens' office on February 16, 1995. Its task should be to take up questions and suggestions from the urban public, to support associations, initiatives and individuals, to deal independently with problems of urban development and to provide information about plans and projects. The association started its work in November 1995.

Residential projects

In the early years, the focus of the bbs was on dealing with the subject of living. Against the background of tense housing markets , the public debate of the 1990s was primarily about the number of new homes that were or should be built. In a large number of discussion and information events, excursions, workshops and publications, the bbs has set accents in dealing with the topic of living. At the end of the 1990s, the bbs dealt intensively and externally with securing inexpensive living space under social, ecological and participation aspects.

In cooperation with the City Development Office in Hanover, various residential projects have been implemented in Hanover, including

  • in the Linden-Mitte district :
    • Building community in Küchengartenstrasse : Under the motto of community living “In the middle of Linden” , a 5½-storey residential building with 18 condominiums was built on the initiative of the architects Herwig Krause and Uwe Bade
    • Cooperative project "W12" : On the edge of the Gilde-Carré, 15 parties had previously looked for Ostland Wohnungsgenossenschaft eG as a developer for the new four-storey rental apartment building that would be built, in which tenantswanted to counteract thethreat of social isolation in old age .
  • in Limmer :
    • Housing project T5 , Tegtmeyerstraße 7 a – d : Under the motto Multi-Generations under One Roof , an old building from 1901 was renovated to the low-energy house standard within a year with the new owners contributing themselves . The result is 4 residential units and a newly laid out garden for 6 adults and 5 children
  • in the Oststadt :
    • In the joint building project Sedanstraße , eight families worked with the architect Helmut Rentrop to create two multi-family houses on a vacant lot that was only used as a parking lot for years. In 2006 they were nominated for the Lower Saxony State Prize for Architecture .
