The BBC Trust was an independent body of the British broadcaster BBC , appointed by the Queen on a government proposal , in existence since January 1, 2007. It showed similarities with the broadcasting councils of the public broadcasters in Germany. The BBC Trust was dissolved on April 2, 2017. Ofcom took over the further supervision of the station .

history

The BBC Trust was established on the basis of the BBC Royal Charter , which came into force on January 1, 2007. The Trust together with the same newly formed Executive Board , the successor to the Board of Governors of the BBC was that had existed since the foundation of the BBC in 1927 and dissolved on 31 December 2006.

The background to this administrative reform was a major restructuring of the BBC during the third term of the Labor government of Tony Blair . On the one hand, the broadcaster's fee financing, which was controversial for political reasons, was retained. On the other hand, several thousand jobs have been cut, production orders for programs have increasingly been awarded to private individuals and the marketing of BBC content and products has increased. However, the supervision of the BBC remained in-house and was not given to the regulatory authority Ofcom .

task

The BBC Trust was an internal oversight body of the BBC. His job was to provide general guidelines for the development of the BBC while overseeing the Executive Board , which runs day-to-day business.

The trust operated in the public interest, particularly in the interest of the fee payers.

The chairman of the BBC Trust was also chairman of the BBC.

The Trust appointed the chairman of the executive board , who is both director general and editor-in-chief of the station.

Members

The BBC Trust had twelve members, each called trustee : a chairman, a vice chairman, four members for each of the independent states of the United Kingdom, England , Scotland and Wales and Northern Ireland , and six other members. They came from different areas and therefore brought very different experiences to their work.

All members were appointed by the Queen of Great Britain following an application process based on a proposal from the government.

The first chairman was originally to be Michael Grade , who had previously also chaired the BBC Board of Governors , which was taken as a sign of continuity. But Grade switched to the private television station ITV at short notice .

The members were:

  • Lord Patten of Barnes , chairman
  • Diane Coyle OBE, vice-chair
  • Richard Ayre
  • Anthony Fry
  • Alison Hastings, Trustee for England
  • Rotha Johnston CBE, Trustee for Northern Ireland
  • David Liddiment
  • Bill Matthews, Trustee for Scotland
  • Mehmuda Mian
  • Elan Closs Stephens CBE, Trustee for Wales
  • Suzanna tavern
  • Lord Williams

The members were active for the body for a maximum of five years, after which they could be reappointed for five years.

Audience Councils

The BBC Trust was supported by four “ audience councils ” , which were able to present the views of the four Member States of the United Kingdom.
