Commissioner of the German Federal Armed Forces for Civil-Military Cooperation (BeaBwZMZ), the liaison officers of the armed forces to the civilian disaster control rods . The commissioners are active both at the district level in the districts and urban districts and at the district level in the administrative districts.

The commissioners of the Bundeswehr are reservists with the rank of lieutenant colonel dR / frigate captain dR at district level or colonel dR / sea captain dR at district level. In the event of an emergency, they lead a twelve-member liaison command , also made up of reservists , the district liaison command (KVK) or the district liaison command (BVK).

The BeaBwZMZ advises the responsible district president, district administrator or lord mayor on all questions of civil-military cooperation regardless of the deployment . In the event of an emergency, they act as advisors to the civil disaster control units on the possibilities and limits of support from the Bundeswehr. They transfer the civilian damage situation into a military situation report for their own purposes and conduct their own situation report for the Bundeswehr forces deployed.

Incoming civil requests for assistance ( requests for administrative assistance ) are recorded and reported to the superior regional command. To take the officer at meetings of the civil protection staff on the current situation and the operating result plans, intentions and priorities of the security part. He reports his findings and the necessary relocation of deployed armed forces as well as the need for additional forces to the regional command.

The Federal Armed Forces Commissioner for Civil-Military Cooperation maintains contact with the deployed units and informs the situation center of the state command about the situation of the Federal Armed Forces. It supports organizational measures for the accommodation and catering of the Armed Forces brought in.

The BeaBwZMZ performs its tasks in the context of official events , short defense exercises and military exercises . This is comparable to a member of the volunteer fire brigade . This has only been planned for the Bundeswehr in this way since the beginning of 2007. Until 2007 this task was performed by active soldiers / units. In the event of an emergency, the commissioner of the Bundeswehr can be transferred to the status of a soldier by his regional command via the so-called "green conscription notice" (a postponement-conditionally effective conscription notice) , if the situation so requires.
