Regional security and support forces (RSUKr) are non-active companies of the Bundeswehr for regional homeland security . They belong in the Joint Support to Territorial Reserve and troops on duty by the Land Command of the respective state out. 30 companies with reservists are set up across Germany .

history

The RSUKr are the successor organization to the Homeland Security Battalions that were disbanded in 2007 . The substantial downsizing of the Bundeswehr as part of its realignment in 2011 gave rise to political concerns about the future guarantee of homeland security. With the “Concept of the Reserve (KdR)” of February 1, 2012, it was decided to set up regional security and support forces.

On June 15, 2012, the first regional security and support company, the RSUKp Bremen , was set up by the Federal Minister of Defense in the presence of the Inspector of the Armed Forces Base and the President of the Reservist Association in the Scharnhorst Barracks in Bremen . The formation of the other companies took place in the course of 2013, most recently on November 22, 2013 in Berlin . The company of the federal capital is the only one directly attached to the Territorial Tasks Command of the Federal Armed Forces and has an additional liaison line to ensure liaison between the Federal Armed Forces, civil Berlin authorities and aid organizations in disaster control .

A pilot project for the re-establishment of homeland security associations in the form of state regiments began on April 1st in 2019 with the state regiment in Bavaria. It was put into service under the command of Colonel dR Stefan Berger. The three existing companies of the regional security and support forces (RSU) will be integrated into the state regiment in Bavaria with a total strength of around 500 reservists: the RSU companies in Middle Franconia (Nuremberg), Upper Franconia (Bayreuth) and Lower Franconia (Veitshöchheim). The supporting sponsor battalion is the Logistikbataillon 467, Volkach. As part of the pilot project, the three RSU companies are subordinate to the state regiment from April 2019 to the end of 2021. The regimental staff is stationed in the Fürst-Wrede barracks in Munich and subordinate to the Bavarian state command.

Workforce

The personnel strength of an RSUKr unit is approx. 100 men, i.e. H. Company strength , it is referred to as the Regional Security and Support Company (RSUKp) . 3228 posts are currently planned across Germany.

After activation, the RSUKr are for a short-term increase in the "support capability" (deployment to support civilian disaster control in the event of severe natural disasters or accidents) as well as for a medium-term increase in the "security capability" (military watch and security tasks to protect military plants and facilities or Events) and other skills. The subordination of the RSUKr for the mission takes into account the intended tasks. Each defensive legally available reservist can in the RSUKr ordered be. The growth is accompanied by the training and equipment required for the mission, appropriate to the location. Regionally assigned patrol units support the RSUKr. The organizational structures of the RSUKr take into account regional conditions and existing personal potential. They can be flexibly adapted if necessary.

Locations

The 30 companies are spread across Germany and are usually subordinate to the respective regional command. Exceptions are Berlin, where they are directly subordinate to the Territorial Tasks Command of the Bundeswehr, as well as Bavaria, where they are assigned to the regional staffs for Territorial Tasks of the Bundeswehr . Nevertheless, they are not strictly regionally oriented and also take in soldiers from other federal states.
