The Hesse State Command ( LKdo HE ) in Wiesbaden has been the highest territorial command authority of the Bundeswehr in Hesse since March 9, 2007 . The state command is subordinate to the Territorial Tasks Command of the Bundeswehr in Berlin and the first point of contact for the Hessian state government in the context of civil-military cooperation . Until 2013 it was subordinate to the Military District Command II . On the one hand, it provides administrative assistance in accordance with Article 35 (1) of the Basic Law in the form of technical and logistical support, for example by providing properties, transport capacity and personal support. On the other hand, the Bundeswehr also makes a contribution within the framework of networked, national security provision within the meaning of Article 35, Paragraph 2 of the Basic Law. The technical training of the personnel is largely carried out by the Multinational Civil-Military Cooperation Command (MN CIMIC Cmd), which also assigns personnel.

The state command leads the three district liaison commands (BVK) s in the respective government districts and 26 district liaison commands in the respective district offices or city administrations of the district-free cities , which are exclusively manned by reservists and advise their civilian counterparts there. The LKdo HE takes part in the LÜKEX exercises of the Federal Office for Civil Protection and Disaster Relief or is part of other exercises, including those carried out by the State of Hesse itself. For example, on September 8, 2017 at an exercise carried out by the Hessian Ministry of the Interior and for Sport with the regional councils of Hesse with a "flood situation" scenario. The LKdo Hessen has been designing its own exercise REGNET (regional network) as a staff framework exercise with participants from the civil disaster control units, the Johanniter, Malteser and the Technical Relief Organization (THW) for several years. Real exercises with the "blue light organizations" were, for example, the exercises "yellow duck" and "golden duck" on the water exercise area in SPEYER. For the German Red Cross (DRK), an exercise facility is regularly made available at the Hammelburg military training area.
