Flood 2013

In the event of a disaster, flood, serious accidents, average accidents and other emergency situations, the soldiers of the State Command of Saxony advise the civil authorities and organizations on how the Bundeswehr can help. In the situation center, requests for assistance from the civilian side are assessed and forwarded to the higher level, the Territorial Tasks Command in Berlin.

If, in the event of a disaster alarm, crisis teams are set up in the districts, urban districts and the regional directorate, they request support from the Bundeswehr. The state command then sends its reservists from the district and district liaison commands to the civil crisis teams and activates the situation center in the Graf-Stauffenberg barracks. The reservists deployed in the civilian crisis teams advise the civilian actors on how the Bundeswehr can help, for example on the use of helicopters, heavy clearance equipment and units of the Bundeswehr.

Only when the disaster alarm has been triggered can the civil authorities request specific help from the Bundeswehr (Article 35 Paragraphs 2 and 3 of the Basic Law). If the civilian side has applied for support from the Bundeswehr and the State Command of Saxony has assessed and approved this application, the Territorial Command shall assign it Tasks in Berlin to the corresponding deployment. The district liaison commandos and crisis teams of the civil authorities support the troops in disaster operations with accommodation and food.
