Bellevue , until 2018 Askren Manor , until 1900 also Schussermühle (place name until 2018: on the Bellevue , since then: in Bellevue ) is a district of the independent city of Schweinfurt in the Musikerviertel district that is under renovation . In the district is the desolation of the oldest settlement in Schweinfurt Affeltrach , which probably dates back to pre-Christian times.

In March 2018, the city ​​council decided to extend the place name Bellevue from the small, northern district to the much larger, southern area: a settlement of the US Army Garrison Schweinfurt Askren Manor, which was inhabited by Americans until 2014 . From now on, Bellevue refers to the new “district” (district) that is being built here as part of the US conversion .

Bellevue is located on the western edge of the Schweinfurt urban area. In the north, a large arterial road , Niederwerrner Straße, touches the district. The Willy Sachs Stadium and other extensive sports facilities are adjacent to the northeast .

On March 20, 2018, the former US housing estate Askren Manor was named Bellevue by resolution of the Schweinfurt City Council . The district is now delimited as follows: in the northwest by Euerbacher Strasse, in the northeast by Niederwerrner Strasse, in the east by John-F-Kennedy-Ring, in the south by Geschwister-Scholl-Strasse with the West School Center and in the west of allotment gardens with black buildings from the early post-war period along the Wern . The small, northern area between Euerbacher Straße and DJK-Sportanlgen, i.e. the eponymous, historic district of Bellevue , with the former US-American Bellevue Center , is now part of the new district, with a total area of ​​32 hectares.

“The historical name 'Bellevue' (beautiful view) referred to the limited area of ​​the hamlet between Euerbacher Strasse, Josef-Reuss-Strasse and the DJK Schweinfurt. The name 'Bellevue' was created around 1830 by Friedrich Wilhelm Wolff, who ran a paint mill in this area on the Wern. On the hill above the mill, with a view over the Werntal, he built a pub, the 'Belle Vue'. In the Biedermeier period, the restaurant was a popular place for excursions. The building is still partially preserved and is a listed building. "

History of the old district

Desolation

The desert areas Affeltrach , probably from pre-Christian times, and Hilpersdorf can be found in the area of ​​today's district. Hilpersdorf was abandoned during the Thirty Years' War and the residents moved to Schweinfurt. At this point Affeltrach had long been deserted. The place was probably abandoned in the first half of the 14th century. Today the underground remains of Hilpersdorf are classified as a ground monument .

Modern times

In 1791 a new mill, the so-called shot mill, was built on the Wern. The client was the businessman Johann Georg Gademann. The mill was initially operated as a grinding mill and was still known as the Schussermühle in 1900. However, the owner of the mill changed as early as 1803. At that time, the Fichtel brothers acquired the property and expanded the facility to include a so-called Lohgang .

In 1812 the mill was given a completely new use. At that time the mill became a classic grain mill . In the following period there were frequent changes of ownership. The advancing mechanization led to the establishment of a colored paint factory in the mill around 1830 . The owner at the time, Friedrich Wilhelm Wolff, relocated above the company and had a villa built here.

Wolff also pushed through the renaming of the facility. From then on, the farm and the surrounding property were called Bellevue or Schönbusch because of the beautiful view of the Werntal. During this time, the mill experienced more frequent changes of use. In 1859 an ultramarine factory was set up in it , and later it became a grain mill again. In 1871 there was a paper factory in the former Schussermühle, before a canning factory moved here in 1900 . In 1955, colored paints were again produced.

Askren Manor

Surname

Until 2014, the family housing estate Askren Manor of the US Army Garrison Schweinfurt was located in the area of ​​today's Bellevue district . The settlement was named after an American officer who was killed in a maneuvering accident at the Grafenwoehr Training Area in the early post-war period.

history

The settlement was built from 1953 to 1957 and the infrastructure was supplemented by additional buildings until 1979. In September 2014 the Schweinfurt US garrison was completely dissolved. Askren Manor has stood empty since then and has never been inhabited in its former form.

Stock 2014

When the US Army withdrew in 2014, there were a total of 77 buildings on 28 hectares. Including 34, mostly relatively long apartment blocks in a row construction (building 510 - 543) with three full storeys and extended attic storeys . The apartments have, or had, American, open floor plans, with living rooms that run from one side of the house to the other. To the south, on Jackson Street, there are 26 two-story semi - detached houses (building 545-558, excluding building 557), which will be fully preserved in the new Bellevue district. When the Americans left, the quarter had a total of 639 apartments and offered space for around 2,000 residents.

In the north, on Niederwerrner Strasse, was the Askren Manors supply center, with today (2018) still existing but unused facilities: school center, kindergarten and gym. A shopping mall and gas station were operated by the Army & Air Force Exchange Service (AAFES) (see: Ledward Barracks # Center for 12,000 Americans ).

The tree district , in which the streets were given English names for trees, was embedded in a lot of green, with a very large tree population at the end. Which is why the new housing estate from the 1950s, which appeared boring from the outside and on plans, was also perceived accordingly by the general public and in public discussions about the US conversion. But from the inside it finally offered an unexpectedly spacious, park-like impression.

Due to the complete withdrawal of the US Army from Schweinfurt in 2014, which was announced in 2012, initial considerations were made as early as 2012 about the conversion of Askren Manor. On February 29, 2016, the city of Schweinfurt signed the purchase agreement and acquired Askren Manor along with other former US sites from the Federal Real Estate Agency (BImA). The federal government's plans to fill the quarter with refugees from Syria were turned away as a result of a discussion between the Bundestag member Anja Weisgerber and the responsible minister and Chancellor Angela Merkel .

Urban development competition

The winning design of an urban planning competition for the re-use of Askren Manor from the architectural office BS + from Frankfurt a. M. plans to demolish two thirds of the apartment blocks:

“From 2017, a sustainable and future-oriented residential area with a greater variety of different types of living will be created on the site of the housing estate built in 1953. A large part of the apartment buildings will be demolished for this purpose. "

On the basis of the winning design, a framework plan for Askren Manor for marketing the district was drawn up with a few changes.

The redevelopment area for the new district covers 14.2 hectares. A total of 650 residential units are to be built on it, almost as many as Askren Manor had with 697 apartments.

In 2016, the city council decided to build 100 social housing units in six existing buildings, each with 18 apartments. A group of companies from Fürth bought the six buildings and renovated them. The first two newly built residential ensembles Living @ Askren and Living @ Manor with a total of 105 condominiums are reminiscent of the district's original name. In 2020, construction began on the new entrance to the quarter around Amerikaplatz on John-F-Kennedy-Ring, with eight buildings and 121 apartments.

New school

A new three-class elementary school with all-day care is to be completed in 2022, the new grain school . There is also a day-care center with a daycare center and a two-field sports hall.

criticism

The city's plans to demolish many apartment blocks, which according to the BImA were extensively renovated in 2004, met with great criticism. In February 2014, the city of Schweinfurt announced that it would demolish all the apartment blocks, which the opposition in the city council, which is dominated by the CSU, strongly criticized and the SPD drafted an urgency request for the city council meeting on February 25, 2014. The winning design of the architectural competition, which provides for two thirds of the apartment blocks to be demolished, was also criticized. It also carries a contradiction in terms, with the demolition of a large part of the apartment blocks "for a sustainable residential area".

“When Mayor Remelé says that there are enough cheap apartments in Schweinfurt, then that is simply not true [...] The city is planning to demolish 28 good quality apartment blocks in Askren Manor [...] These are apartments that simply exist that nobody has to finance! [...] The city justifies the demolition of the 500 apartments with, among other things, pollution [...] From reliable sources I know that a maximum of five apartments can be affected. [...] The demolition of the many apartments with good building stock also means an enormous destruction of common property. Because of the general high demand, more state-subsidized social housing will have to be built in the region in the future; that means: additional control means are installed. "

In addition, there would be unnecessary environmental pollution from demolition and new construction. In addition, apartment blocks would be damaged by the long vacancy and a faster population growth, with its positive consequences, would be prevented.
