Lake Constance Council

The International Council of Lake Constance (IBR) is an ideal association consisting of representatives of the countries bordering Lake Constance .

It was founded in 1991 on a private basis to promote cross-border cooperation in the Euregio Bodensee.

The association wants to contribute to the fact that the people of the Lake Constance region can preserve their identity in Europe. It sees itself as a civil society , advisory institution based on the personal commitment of its members. It covers all questions that are of general interest. It gives recommendations to the authorities and institutions that are responsible in the countries and cantons bordering Lake Constance. These recommendations were frequently taken up by the International Lake Constance Conference. The IBR has been the official partner of the International Lake Constance Conference since it was founded .

The Lake Constance Council has 55 members who are appointed according to a trinational proportional representation clause . The following numbers of members apply to the individual neighboring countries:

  • Germany 27
  • Switzerland 18
  • Austria 8
  • Liechtenstein 2

The Lake Constance Council generally meets in public plenary sessions several times a year and also maintains six departments (as of 2018):

  • Culture
  • economy
  • Transport, tourism, sport
  • Agriculture and Food
  • Science and technology
  • public relation

In addition, current issues such as B. Migration, integration, energy transition, etc. picked up and discussed with international experts.

From 1991 to 2003 Robert Maus , District Administrator of Konstanz , was President of the Lake Constance Council. He was followed by the Swiss National Councilor Arthur Loepfe , who held office until 2017. Frank Hämmerle , Constance, has been President of the international Lake Constance Council since 2017 . Honorary members of the Lake Constance Council are Robert Maus and Horst Sund (since 2017)
