International Lake Constance Conference

The International Lake Constance Conference (IBK) is a cooperative association of the Bodensee adjacent and German associated therewith countries Bavaria and Baden-Wuerttemberg , the Swiss cantons of Schaffhausen , St. Gallen , Thurgau , Zurich , Appenzell Outer Rhodes and Appenzell Inner Rhodes , the Austrian Federal Lands Vorarlberg and the Principality of Liechtenstein .

The Lake Constance Conference was founded in 1972 due to the need to coordinate cross-border issues on environmental and water protection issues. Its aim is to preserve and promote the Lake Constance region as a living, natural, cultural and economic area and thereby strengthen regional togetherness across borders. As a platform for governments and administrations, the IBK forms the core of a network of cross-border cooperation in the Lake Constance region in the areas of environment, education, research, transport, economy, tourism or health and social issues.

The International Lake Constance Conference tries to dismantle border-related barriers and coordinates a joint external presentation of the Euregio Lake Constance . On December 15, 2017, the heads of government signed the IBK's mission statement and strategy for the Lake Constance region.

The Conference of Heads of Government is the highest body of the IBK. The heads of government of the IBK regularly discuss common political concerns and goals in the region. They decide the focal points of the work program, set budgets, pass resolutions to the member states and recommendations to the governments of the states and to institutions of European cooperation.

Standing Committee

The Standing Committee acts as the operational body. This meets three times a year. It includes the top officials in the administration. The committee manages day-to-day business, sets up commissions and working and project groups, coordinates their work, monitors the budget and maintains contacts with other institutions. The commissions carry out joint projects or encourage them. There are commissions for Education, Science and Research, Culture, Environment, Transport, Economy, Health and Social Affairs and Public Relations. Special project groups were set up by the Standing Committee if necessary. Passed as such:

Chair of the IBK

The IBK chairmanship changes annually to a different member state or canton. The chairman conducts the day-to-day business for the heads of government conference and the standing committee and is supported in this by the IBK office.

The office, based in Constance, supports the bodies of the IBK, is the contact for questions about cross-border cooperation and provides information about the Lake Constance region , its countries and cantons. In addition, she arranges contacts with public administrations and institutions. It also acts as an interface between IBK and the Working Group on European Border Regions (AGEG) or the Regional Planning Commission for Lake Constance (ROK-B). It is administered by the Freiburg Regional Council.

Projects and initiatives

The IBK has its own budget and uses it to fund projects in the fields of education, science and research, culture, the environment, nature and energy, transport, economy, work and tourism, health and social affairs and public relations. Initiatives include:

  • Promotion prizes of 10,000 Swiss francs in changing cultural areas.
  • The International Bodensee University (IBH) goes back to her initiative.
  • The Bodensee Agenda 21 is a project to implement the results of the environmental summit in Rio in the Lake Constance region.
  • The apprentice exchange program xchange .
  • The annual meeting of the Nobel Prize winners in Lindau is supported by the IBK.
