In Hong Kong , a police chase in front of television cameras ends in a bloody disaster on the street. Among other things, it is filmed how a policeman on his knees begging for his life in front of the heavily armed robbers. Inspector Rebecca Fong from the police's public relations department tries to limit the damage to the company's image by staging a spectacular access to the gangster gang entrenched in a high-rise building for the mass media . Inspector Cheung, head of an eight-man special police unit, who has been on the heels of the gangsters since the shooting, is also in the high-rise with his men and is ready for access. But meanwhile a state of emergency is declared , hundreds of police officers and special units move up in front of the skyscraper, with dozens of reporters in tow. But the access planned by the police, with music for the media, does not go as expected, because Inspector Cheung does not participate in the media staging and only wants the gangsters, who meanwhile allied with other gangsters in the high-rise and have hostages, overwhelm. The gangsters negotiate with Fong from the police over the Internet , but gang boss Yuan realizes that the police units absolutely want to carry out an access. A short time later, a first special unit of the police storms the high-rise, which was previously evacuated, but the gangsters around Yuan surprisingly defeat the special unit. They also film this with a webcam and post it on the Internet, which results in another embarrassment of the police, because the video appears immediately on television. In the chaos that followed, the gangsters managed to leave the apartment in which they had holed up, leaving their hostages unharmed. Now the hour has come for Inspector Cheung and his people, who, together with other special police units, can overpower some gangsters in the high-rise, with deaths on both sides. However, Yuan escapes the skyscraper in an adventurous way, although hundreds of police officers and journalists are still waiting in front of and in the skyscraper. But Inspector Cheung and a few of his men and Inspector Fong can track Yuan. He has meanwhile taken several people hostage on a bus and is driving with them through Hong Kong. Cheung can pursue him with a motorcycle, however, and he has other police units with him in heavily armored vehicles. After a while, Yuan's bus stops in front of an office building. It becomes clear that he is a hit man and, despite the hopeless situation, wants to commit the murder of his target, an elderly man. But before that happens, he is shot by Cheung and the other police officers. The police then celebrate this in the media as a huge success, but their reputation is permanently damaged.

The film was awarded in 2004 at the Cannes Film Festival in the category "Official Selection". In the same year the film also received the Golden Horse Award .
