The Bund Philatelistischer Prüfer eV (BPP) is a German association of postage stamp examiners, i.e. experts in checking philatelic collective goods ( postage stamp , postal stationery , whole piece , letter piece , etc.).

history

In February 1957, Oberlandesgerichtsrat a. D. Quantity established a “Bund Philatelistic Examiner eV” in Düsseldorf. The association that exists today succeeded it and was founded in December 1958. Functionaries of the Bund Deutscher Philatelisten eV (BDPh) , u. a. its then chairman consul Hermann Deninger .

After a number of grievances were complained about in the 1960s, a reform was introduced from around 1970.

In 1990, 33 examiners from the area of ​​the former GDR were added, which significantly increased the coverage of previously unavailable test areas.

In 1993, forgery-proof certificate and report forms were introduced, and in 1994 the acceptance of publicly sworn experts appointed by the Chamber of Industry and Commerce began . The code of honor was introduced in 2000, followed by codified testing standards in 2001 and new testing regulations in 2003.

Since 2006 the BPP has expanded its cooperation with the Austrian auditors 'association VÖB and the Swiss auditors' association SBPV.

In 2008, the association published a four-volume series of publications on the history of German testing, which was awarded the winner's prize and a gold medal at the “London 2010 International Stamp Exhibition”.

  • Active examiners: 103 thereof approx. 90% part-time (2013: 106)
  • Senior members: 16 (2013: 12)
  • Publicly appointed and sworn experts: 11 (2013: 12).

As of 2013, the number of tests was as follows:

  • Certificates per year: 30,000
  • Number of short reports per year: approx. 50,000

The quality, duration and costs of processing are repeatedly criticized by customers and internally by auditors.
