History and Development

Cantagalo-Pavão-Pavãozinho are three interconnected, illegal mountain settlements with high poverty and unemployment rates, which are inhabited by approx. 5,000 to 9,500 people. Most of its residents are of Afro-Brazilian descent. Due to its exposed location on the mountainside and its proximity to the Atlantic Ocean, Cantagalo-Pavão-Pavãozinho is now one of the “most privileged areas” of the city and has attracted the interest of property speculators.

For a longer period of time, the Cantagalo-Pavão-Pavãozinho favela was part of the urban battle zone of the city's armed drug gangs, who fought for territorial claims for the lucrative sales markets in the wealthy areas of Copacabana and Ipanema. Cantagalo-Pavão-Pavãozinho was ruled by the Comando Vermelho for a long time . Drug trafficking was seen as the only source of income for the children and young people living in Cantagalo-Pavão-Pavãozinho. The struggle for the strategically important favela was particularly fierce, so that the numerous bullet holes on the house walls, which came from the firefights of rival gangs, were reminiscent of areas of civil war in the Middle East.

Meanwhile, through a series of social projects like "Cultural Afro Reggae" or "Dançando para Não Dançar" ( port. "Dance not to dance"), tries to free Cantagalo-Pavão-Pavãozinho from the marginalization and stigmatization by the drug cartels. These projects are supervised by the Cirque du Soleil , the documentary filmmaker João Moreira Salles and the dancer Ana Botafogo.

The school Colégio Presidente João Goulart offers not only classes in citizenship law and computer science but also numerous workshops for capoeira or boxing training to get the children and young people off the streets. This educational institution is supported by teachers and the police.

Since 2007 attempts have been made to promote tourism in Cantagalo-Pavão-Pavãozinho. The entrepreneur and photographer Daniel Plá and the architect Mirian Gleitzmann launched the “Cama e Café da manhã” (Bed and Breakfast) project in order to develop tourists as a source of income for the favela. For a price of around 50 reais (8 euros) per night, tourists get a breakfast with orange juice, papaya, croissant and queijo minas and have the opportunity to get to know life in the favela. Five houses now offer this service.

Since December 23, 2009 the Cantagalo-Pavão-Pavãozinho favela has been under the supervision of the 5th UPP ( Unidade de Polícia Pacificadora ) with around 176 police officers . On June 30, 2010 the “Complexo Rubem Braga” was inaugurated. It consists of two towers, an observation tower, the Mirante da Paz, and a free elevator that connects the General Osório underground station with the top of the Morros. Below the mountain in Copacabana in the Praça Eugenio Jardim park is the Cantagalo subway station. In Ipanema, at 76 Rua Saint Roman, there is also the Cantagalo / Pavão / Pavãozinho Museum (MUF).

Trivia

Still under the impression of the drug wars, an episode of the first-person shooter Call of Duty: Modern Warfare 2 takes place in the favela Pavão-Pavãozinho. “Pavão-Pavãozinho” is also the title of a song by the Brazilian singer Fernanda Brum.

The former German politician Ronald Schill lives there.
