The Unidade de Polícia Pacificadora ( Portuguese for Pacifying Police Unit ) or UPP for short is a police unit in Brazil that was set up by the government of the state of Rio de Janeiro and is part of the military police . It was originally based on similar units as for example in Medellin ( Colombia ), which was fought over by drug cartels and which were ascribed great success. It was founded on December 19, 2008. In time for the 2014 World Cup , the units are expected to have a total strength of around 12,500 men and women.

So far, the UPP has looked after 220 “pacified” communities, in which an estimated 1.5 million Cariocas live. By 2014, another 860,000 residents of the metropolis are to be protected by UPP units in their neighborhood. UPP staff also helps children with shopping, among other things, whereby the retail trade has been able to determine an increase in sales of up to 36% in pacified areas.

The units of the UPP are to be permanently stationed there after the storm of the favelas of Rio by units of the Batalhão de Operações Policiais Especiais and special units of the conventional national armed forces after the worst criminals have been eradicated. Its task is to prevent drug cartels from resettling and to embody a permanent presence of the rule of law.

More than 2,000 officials are stationed in the Complexo do Alemão alone , a complex of 25 favelas. The unit also occupied Favela Rocinha , which was stormed on November 13, 2011 .

In October 2013, the unit had about 9,000 members. In January 2017, was Manpower 9,543 military police.

Torture allegations

In October 2013, the investigating judge Ellen Souto suspected members of the unit of the murder of a bricklayer from the Rocinha favela . They also reportedly tortured 22 other people with electric shocks and hot wax. As a result, ten members of the unit were arrested on October 5 and 6, including the commander in Rocinha, Edson dos Santos, who had previously been removed from office.

UN report

According to a 2013 report by the United Nations Office on Drugs and Crime , there was a significant association between the presence of the UPP and lower rates of murder, crime and poverty. In addition, a relationship of trust between the population and the police is said to have been established in many places.
