Strength (staff)

from Wikipedia, the free encyclopedia

Personnel strength is in human resources for actual labor available workable number of staff .

General

Personnel strength is often associated with the military , police or government agencies , but the term is also used in the private sector . The starting point is the establishment plan , which specifies a certain target strength for the staff: The target strength represents the actually available workforce , while the staffing capacity also includes the existing but not usable workforce. Sick leave or vacation located employees are included in the personnel capacity, but not in the staff strength.

Personnel strength in the public service

In aid organizations , disaster control (such as technical relief organizations ), the military , the police and rescue services (hereinafter collectively the emergency organization ), the number of staff plays a special role because the emergency services are ready to work immediately .

military

The dimensioning of the personnel strength of armies ( troop strength ) is one of the most difficult areas of personnel planning and personnel management . A distinction is made between strength of peace and strength of growth . In the event of a defense , reservists are added to the peacekeeping strength; the strength then achieved is referred to as the growth strength. The troop strength in Germany is limited to a maximum of 370,000 soldiers (including a maximum of 345,000 soldiers from the land and air forces ) by the Two-Plus-Four Treaty (Article 3, Paragraph 2), which was signed on September 12, 1990 . If the strength falls below the minimum strength during a fight, then, as a rule - with rationally guided considerations - the withdrawal or the rapid advancement of neighboring forces is ordered. In military tactics , knowing the strength of one's own and enemy forces as well as the location and armament is of paramount importance for success.

The determination of strength - in the case of the military and in the case of closed units of the police, usually when approaching - takes place from the lowest hierarchical level up to the leadership, where strengths are collected and evaluated. The leadership also decides on the frequency of the reports to be sent and on exceptions to this reporting channel .

Personnel strength of an operational unit

It is common to specify the number of employees in an organizational unit using groups of numbers separated by a slash. These provide information about the personnel composition of the unit

The last number is underlined in the written documentation and indicates the total strength (pronounced: "Strength: two, seven, twenty-four - total: thirty-three.")

armed forces

The Bundeswehr distinguishes between officers , NCOs with portepee , NCOs without portepee and men when specifying strength . The message may be a. Required after a fire break in combat to determine the number of casualties ( fallen and wounded). In addition, failures must be replaced and a decision must be made as to whether the combat strength remains in order to continue the mission. In strength and equipment certificates (StAN) a distinction is made between peace strength and the defense strength in the case of mobilization .

police

In the German police force , the strengths are broken down according to the careers of the middle (mPVD), upper (gPVD) and higher service (hPVD). The exemplary strength 114/9/1 means: 114 members of the mPVD, 9 of the gPVD and 1 of the hPVD.

Every German police station sends a strength report to the superior station at the beginning of the day . This situation report serves as the basis for the deployment of personnel and thus for the tactics of the police . It is also of considerable importance for dealing with police situations .

The number of staff depends on the planned workforce (required workforce and their composition) as well as organizationally based on the position plan .

Fire brigade and civil protection

In all organizations involved in disaster control and civil defense , the strength report is based on the strength report of NATO .

economic aspects

Personnel capacity is determined by the number of employees , their qualifications , the working hours of their assignment, as well as the place of work and work scheduling . In the case of the emergency services, it is usually based on the average workload . For special situations of overemployment , reserve capacities may have to be kept available ( deployment hundred , reservists , jumpers ), neighboring services or temporary workers for support may be requested.

Mostly it can be assumed that a permanent workforce of <80% of the target workforce means understaffing . It can be temporarily triggered by vacation and / or sick leave or fluctuation of many workers. A overcrowding means that the actually existing number of employees exceeds the number of personnel. A not only temporary understaffing can be due to two reasons. On the one hand, jobs or positions for which a certain qualification is required could not be filled on the basis of existing external applications or by internal jumpers ( shortage of skilled workers ). On the other hand, it can be a measure planned by the company or the administration to bring about a cost reduction in personnel costs . This leads to an intensification of work among the existing staff, whose work productivity increases due to increased work intensity. This intensification of work has the effect of overemployment for the employees concerned. If there is no possibility of flexibility , departments are often systematically understaffed. Overstaffing is rather unlikely in the emergency organizations due to the tight budget .
