Cap Anamur / German Emergency Doctors V. is a German, globally active humanitarian aid organization based in Cologne . Rupert Neudeck founded the association in 1979 together with his wife Christel as well as some supporters to save the Vietnamese refugees in the South China Sea, the so-called boat people . Today the association provides medical care to those in need in various regions and trouble spots worldwide. The focus of the projects financed by private donations is also the further training of the medical staff on site as well as construction measures for the repair of medical facilities and schools.

structure

The general assembly is the highest organ of the association. A regular general meeting takes place at least once a year. Their area of ​​responsibility includes the discharge and election of the board of directors, the passing of resolutions on amendments to the articles of association as well as the dissolution of the association and the determination of the general conditions and remuneration of the board of directors. There are currently 13 members.

The board of directors, currently consisting of Werner Strahl, Werner Höfner and Boris Dieckow, is responsible for all affairs of the association, insofar as these do not fall within the remit of the general assembly and acts on a voluntary basis. The board of directors is responsible for the implementation of the statutes and the use of donations in accordance with the statutes. According to Section 26 of the German Civil Code, the association is represented in a legally binding manner by two board members. The members of the Executive Board are elected individually for a two-year term.

Six full-time employees work in the office, two of them work part-time. The office in Cologne is responsible for both administration and project coordination in the operational areas.

Principles

In fifteen principles, the organization has committed itself to professional help according to the current standards of non-governmental organizations. This includes fast and unbureaucratic help, strengthening the initiative of local people and helping people regardless of their ethnic , religious or political affiliation.

Cap Anamur finances its operations mainly from private donations . During the Ebola fever epidemic in 2014 , the organization applied for the first time a project support of the German Society for International Cooperation (GIZ) for the construction of an isolation ward and was around 231,000 euro be zuschusst . In 2015 she received around 138,000 euros in grants from GIZ.

In 2018, the total expenditure amounted to 4.31 million euros with a total income of 3.93 million euros, around 80% of which were donations. Around 93% of the expenditure went to the projects in the form of relief supplies, building materials and personnel, 4% went to public relations and around 3% as administrative costs .

Cap Anamur / Deutsche Not-Ärzte is a non-profit association registered with the Cologne District Court . After Rupert Neudeck had withdrawn from the association's board of directors, Elias Bierdel became the new chairman in December 2002. He was not re-elected in 2004 because of a politically controversial rescue operation in Italy . In October 2004 he was replaced by Edith Fischnaller as chairwoman of the association. Since September 2012 this office has been exercised by the Essen pediatrician Werner Strahl. His commitment was honored in December 2016 with the Order of Merit of the Federal Republic of Germany (Cross of Merit 1st Class). The organization has the DZI donation seal . This classifies the expenditure for administration and advertising as low. Cap Anamur / German emergency doctors is a signatory of the Transparent Civil Society Initiative.

history

founding

The non-profit association was founded in 1979 from the A Ship for Vietnam aid committee . When Vietnam was reunified under communist rule in 1975 , people who had previously supported the Republic of Vietnam were sent to so-called New Economic Zones ( re-education camps ). 2.5 million people were imprisoned. From a political point of view, fleeing to neighboring countries Laos , Cambodia or China was not an option, which is why 1.6 million Vietnamese tried to flee abroad via the South China Sea . However, 250,000 Vietnamese people died because of the poor condition of the boats, pirate attacks, monsoon winds, and food and water shortages . Rupert Neudeck and Christel Neudeck and some of their friends, including the writer Heinrich Böll , chartered the cargo ship Cap Anamur , which later became the name of the association, which they converted into a hospital ship with the help of a national fundraising campaign. On August 13, 1979, the Cap Anamur arrived in the South China Sea with a team of volunteers and technicians. By 1982 9,500 refugees had been rescued and more than 35,000 medical care on board. At the same time, the action group was expanded from regionally limited use to permanent, international projects.

Operations on land

After rescuing the Vietnamese refugees, the organization sold the converted hospital ship and instead focused on crises on land. The focus is on the medical care of those in need, the further training of local staff and the construction and repair of medical facilities and schools. The concept of Cap Anamur is based on sustainably effective help in crisis regions ( help for self-help ). The local population is largely involved in the operations. After the German employees have withdrawn, the projects will be continued by the local employees themselves. By November 2018, Cap Anamur was represented in over 60 countries.
