Carlos Calvo was born in Buenos Aires in 1824, but spent most of his life abroad and worked in the diplomatic service from 1860 . In the same year he went to London and Paris on behalf of the Paraguayan government . In the following years he published a multi-volume work on the theory and practice of international law in Paris, which was one of the most important sources on international law at the time . His other publications included historical books on the history of South America .

In September 1873 he was involved in the founding of the Institut de Droit international (Institute for International Law) in the Belgian city of Ghent, an institution that was awarded the Nobel Peace Prize in 1904 and has existed to the present day, the aim of which is to further develop international law. In 1885, at the time as envoy of Argentina in Berlin , he published a dictionary of international law. The so-called Calvo Doctrine is named after him, according to which the jurisdiction of the host country is responsible for private law disputes involving foreign nationals or companies, and diplomatic intervention by the home country must therefore be avoided.

Carlos Calvo was a foreign member of the Paris Academy of Moral and Political Sciences of the Institut de France . He died in Paris in 1906.
