Certified Disability Management Professional

Disability management program (CDMP) ( German  Certified Disability Manager ) is a certificate for competence , professional employability of workers with health obtain restrictions and improve. The main goal is to secure employment . The certificate is personal , i.e. the disability manager must either be employed by the company in question or work as an external service provider for the company.

The certificate is based on the specifications of the Canadian National Institute of Disability Management and Research (NIDMAR). The rights to use this certificate for Germany , Austria and Switzerland has the German Social Accident Insurance acquired (DGUV).

Concept of disability

The English term disability here means inability to work , incapacity or handicap . These health restrictions can be temporary or permanent; they can be comprehensive or only work-related to a limited extent.

Goal of the CDMP

The certificate ensures the implementation of the following goals by means of uniform, recognized and proven competencies of the disability managers. Since the certificate has to be confirmed annually, it ensures that the training is always up-to-date, even after initial recognition.

Tasks of the disability manager

The aim of disability management is to reduce sick days of employees through suitable preventive and intervention measures and thereby

  • to maintain the employability of employees;
  • reduce the associated costs and organizational burdens and preserve the knowledge and experience of the employees for the company; and
  • With this social performance to increase the job satisfaction of the employees and their loyalty to the employer or company.

The certified disability manager has two main tasks within the framework of introducing and implementing company integration management (BEM) and company health promotion :

  1. He advises employers and employees and coordinates professional reintegration in individual cases.
  2. In addition to the individual cases, he develops concepts and strategies to introduce operational structures and secure them in the long term.

Legal basis

Germany

The Ninth Book of the Social Security Code (Rehabilitation Law) has required clarification from the employer since 2004 in Section 84 (2) (Section 167 (2) SGB IX since 2018) for employees who are incapable of working continuously or repeatedly for more than six weeks within a year the responsible interest group and with the consent and participation of the person concerned, it takes place how the incapacity can be overcome as far as possible and with what services or aids a renewed incapacity for work can be prevented and the job can be preserved ( operational integration management BEM). Training, testing, certification and recertification

The training takes place in lessons with one of the partners in the educational network licensed by the DGUV. The chairperson or the deputy chairperson of the examination board allows persons to take the examination who meet certain requirements. Depending on the academic qualification ( master's , bachelor's degree , university or technical college entrance qualification and vocational training or technical college entrance qualification with vocational training), a staggered period of activity and further training hours in disability management must be proven. People without an academic degree can be admitted after five years of activity and 150 hours of advanced training in disability management (as of July 31, 2007).

The work in disability management must be confirmed by the employer; in the case of the self-employed, appropriate proof of reference must be submitted.

The exam consists of 300 case-related and case-independent multiple-choice questions, which are determined and weighted by a neutral examination agency at the University of Cologne . An oral exam is currently not planned. The exam lasts eight hours and is carried out on the premises of the University of Cologne.

Upon successful completion of the examination, the candidate is awarded the certification certificate on the basis of the "International Disability Management Standard Council" (IDMSCTM).

Training courses are regularly offered in Germany by the professional training centers of the Bavarian economy (bfz) gGmbH in Munich and the advanced training academy of the economy (FAW) gGmbH in Hamburg, the licensed partners of the DGUV.

The certificate is valid for one year. To be used in the following year, 20 hours of further training, regular activity in disability management and the commitment to the ethical guidelines must be proven.

The certificate can be withdrawn if evidence is missing or feigned or if the ethical guidelines have been violated. The unlawful use of the certificate can be prosecuted under civil and criminal law.

At DB AG, integration managers from DB JobService have been trained as Certified Disability Management Professionals since 2008 in order to promote the reintegration of disabled, impaired or unfit employees in the companies of the DB Group . The exact conditions and the operational integration management (BEM) are regulated in collective agreements and internal guidelines.

At hr, this function has been exercised by the person with disabilities who have been released from work since 2007. The DM'ler is also a full member of the staff council at HR. There is a BEM team and an additional office for operational integration management, which is manned by a social worker in the year of recognition.

Education level abroad

As of October 2005, 450 graduates to become Certified Disability Management Professional (CDMP) and Certified Return to Work Coordinator (CRTWC) have passed their exams worldwide. 100 Canadians are among them, in Germany currently 300 disability managers (as of November 15, 2005) have qualified for the CDMP: A top position for Germany that played an important role in the most recent contract 1 between NIDMAR and the HVBG. As of September 2009 there are 760 active certified CDMP players in Germany. At the beginning of 2010, the first 10 CDMP participants in Austria received their certificate.

The exam was approved in Canada in 2003 and in Germany in 2004. This was followed by the UK , Ireland , Australia , New Zealand , Hong Kong .
