Charles Joan Marie Adriaan van Rooy (born January 23, 1912 in Rotterdam , † August 1, 1996 in Hilversum ) was a Dutch politician of the CIP . From 1959 to 1961 he was the Dutch Minister for Social Affairs and Public Health and from 1964 to 1978 Royal Commissioner in the Province of Limburg .

Van Rooy was born the son of a college professor. After finishing school, Van Rooy began studying engineering at Delft Technical College . A year later he moved to the Rijksuniversiteit Utrecht to this law to study. Finally he went to the Gemeentelijke Universiteit in Amsterdam , where he graduated in 1937 and received his doctorate in law in 1938.

He took over his first political office on November 15, 1939 as Mayor of Hontenisse . He went into hiding after the forced removal by the German occupiers on January 22, 1944. Only after the liberation of the municipality was he reinstated in his office in November 1944. On December 16, 1945 he moved to the head of the city of Etten-Leur , on May 1, 1952, he became mayor of Venlo and on May 1, 1957, mayor of Eindhoven .

Finally, on May 19, 1959, the Catholic Prime Minister Jan de Quay , with whom he was good friends, appointed him to his cabinet as Minister of Social Affairs and Public Health. After just two years, he resigned from his post on July 3, 1961, after his plans to reform child benefit were sharply criticized in the Second Chamber.

Van Rooy continued his career as Mayor of Heerlen (January 16, 1962 - January 1, 1964). Finally, on January 1, 1964, he was appointed Royal Commissioner in the Province of Limburg and remained in this position until his retirement on February 1, 1978.
