Chen Quanguo

Chen Quanguo ( Chinese  陈全国 ; * 1955 in Pingyu , Henan Province ) is a politician in the People's Republic of China .

Career

Chen became a member of the Chinese Communist Party in 1976 . He graduated in economics at the Zhengzhou University and earned a Master of Economics at the Wuhan Automotive Polytechnic University. After working in politics and administration in his home province, including most recently as its deputy party secretary from 2003 to 2009, he was governor and deputy party secretary of Hebei Province from 2009 to 2011 .

From August 2011 to August 2016, he was the successor to Zhang Qingli or Party Secretary of the Tibet Autonomous Region . Since then he has been working in the same position in the Uighur autonomous region of Xinjiang .

He has been a candidate for the Central Committee of the Communist Party of China since 2007 and a member of the 19th Politburo of the Communist Party of China since October 2010 .

Chen's responsibility for serious human rights violations

By on November 16, 2019 New York Times published by a senior Chinese whistleblower leaked Chinese government documents show Chen's responsibility for serious human rights violations against the Uighur minority in China since he became party secretary of the Uighur Autonomous Region in 2016 Xinjiang was appointed. According to these documents, Chen is said to have justified the mercilessness against the Uyghurs with speeches by the Chinese party leader Xi (习近平). Almost half of the leaked government documents consist of minutes of Xi's speeches, which justify documented, human rights-violating methods used by the security forces and government officials against the minority and call for the suppression of internal criticism of the operation from the start. Chen allegedly dismissed, detained and sentenced officials who did not compliantly comply with his policy of violating human rights, including Communist Party cadre Wang Yongzhi , who released 7,000 Uyghurs from captivity .
