Christel Augenstein

Christel Augenstein (born July 15, 1949 in Erfurt ) is a German FDP politician who was Lord Mayor of Pforzheim from 2001 to 2009 .

Life

After primary school in Engelsbrand and Niefern , she attended Hilda-Gymnasium in Pforzheim. The University of Applied Sciences for Finance in Karlsruhe , specializing in tax administration, and a degree in finance were prerequisites for the high service as a tax officer for the city of Pforzheim. She then attended the Administration and Business Academy in Karlsruhe and became a tax agent in 1978 .

Augenstein was active as a city councilor in Pforzheim from 1990, including five years as deputy chairman of the FDP parliamentary group in the local council , of which she became chairwoman on March 1, 2001. In the Pforzheim mayor election on May 20, 2001, she won 53% of the vote. She took office on July 23, 2001. She was the first woman to head the Pforzheim city administration and during this time the only FDP member to rule a large city in Germany. Christel Augenstein ran for the mayoral election on June 7, 2009 again. After neither they with 40.4% nor their challenger Gert Hager (SPD) with 43.8% had achieved the required absolute majority of the votes cast in the first ballot, the second ballot took place on June 28, 2009, in which a simple majority was enough. In this runoff election, Christel Augenstein lost 39.6% of the votes to Gert Hager with 60.2%. Gert Hager succeeded Christel Augenstein on July 23, 2009.

The main focus in her tenure was the consolidation of the city budget. The following projects, among others, were implemented:

  • The "Tiergarten" development area was developed through the "Buckenberg barracks" conversion measure.
  • A second driveway was built in the “Buckenberg” area. In addition, the city of Pforzheim has received a fourth motorway entrance with the “Pforzheim-Süd” motorway junction on the A 8 .
  • The municipal clinic was privatized. This relieved the budget of the city of Pforzheim by several million annually.
  • Child care, also for under-three-year-olds, has been expanded. Several all-day schools have been set up.
  • Several schools were renovated and some of them were completely refurbished. The Alfons-Kern-School received a new building, the new building of the Hilda-Gymnasium with a sports hall for 2000 visitors was planned.

Augenstein and the majority of the municipal council received the negative award for democracy cucumber 2007 from the regional association of the association Mehr Demokratie , because, in the opinion of the association, they failed the citizens' petition against the privatization of transport companies with "diverse activities".

On November 24th, 2009, Christel Augenstein's private apartment was examined on the basis of a court order on initial suspicion of breach of trust, in connection with “spread ladder swaps ”, speculative bets on the distance between short-term and long-term interest rates. This should threaten the city of Pforzheim with damage of up to 77 million euros. The city recently put the damage at around 55 million euros, of which JP Morgan replaced 35 million. The Frankfurt Regional Court saw the remaining damage of approx. 20 million at 11.6 million, of which Deutsche Bank bore two thirds (7.75 million) after a settlement. In February 2013, charges of serious infidelity were brought. In 2017, the Mannheim district court sentenced Augenstein to a suspended sentence of one year and eight months for infidelity. The defense described the allegations as unfounded. Thus an acquittal was pleaded. The Federal Court of Justice (BGH) in Karlsruhe has approved the revision of the former mayor of Pforzheim, Christel Augenstein (FDP), against her conviction for infidelity in the Pforzheim derivatives debacle. The BGH emphasized: In view of the already poor financial starting position of the city and the complex structure of the derivative transactions, new determinations are required as to whether and, if so, to what extent the city has suffered financial disadvantages as a result of the derivatives.

Augenstein has been a member of the Board of Trustees of the Friedrich Naumann Foundation for Freedom since 2003 .
