Christian-Peter Hanelt (* 1964 in Lübeck ) is a German political advisor . He is the Middle East and North Africa expert for the Bertelsmann Stiftung and is an expert on foreign and neighborhood policy for the European Union .

Career

Christian-Peter Hanelt grew up in Lübeck. After graduating from high school and then doing military service, he obtained a Magister Artium in Political Science from the Christian Albrechts University in Kiel in 1990 . During her studies, she completed an Arabic language course in Damascus and specialized in the politics of the Near and Middle East . After completing his studies, Hanelt sat in on ZDF's foreign news editorial team under the direction of Ulrich Kienzle and reported on the Second Gulf War (1991) and the international coalition's military operation ("Desert Storm") against Iraq . From 1991 to 1994 Hanelt worked as a foreign editor and reporter for Sat 1 and interviewed numerous heads of state and important personalities from the Arab world , including PLO boss Yasser Arafat , the Libyan revolutionary leader Muammar Al-Gaddafi , and the Jordanian King Hussein . Hanelt also reported primarily on the Israeli-Palestinian peace talks within the scope of the Oslo process .

In 1994 Hanelt became a consultant for the Bertelsmann Foundation and since then has led, among other things, the Kronberg Talks, a dialogue format for foreign policy experts and high-ranking politicians from Europe and the states of the MENA region .

In 2005, Hanelt was loaned to the Ministry's planning staff as part of a cooperation between the Bertelsmann Foundation and the Foreign Office .

During the upheavals of the Arab Spring , which started in Tunisia and spread to Egypt , Libya and Morocco , Hanelt appeared as one of the few German experts for North Africa and the Southern Mediterranean . Hanelt regularly comments on political developments in the countries of the Middle East, the Persian Gulf and the Mediterranean region in German and international media.

Positions

Hanelt is considered a proponent and thought leader of a regional mechanism for security and conflict resolution in the Persian Gulf region , which is based on the model of the Conference on Security and Cooperation in Europe (CSCE) .

In his media appearances, Hanelt often emphasizes the importance and necessity of a common European foreign policy for the region. In addition to political, he focuses on socio-economic and social issues.

Among other things, Hanelt advocated strong political support for the Middle East Quartet consisting of the EU , USA , Russia and the United Nations in order to mediate between Israelis and Palestinians as well as Israel and Lebanon after the 2006 Lebanon War .

During and after the Arab Spring, Hanelt campaigned for strong European support for the reforms in Tunisia. The EU states would have to "adopt" Tunisia and, for example, allow exceptions for Tunisian agricultural exports to the European market. Financial aid for the Tunisian national budget should, however, be made dependent on successful reforms.

In order to improve the starting position of trade between southern neighboring countries and the EU, Hanelt recommended a stronger exchange of information between North Africa and Eastern European neighbors such as Ukraine or Georgia , which have already implemented numerous EU standards.

In order to counteract the uncontrolled migration of refugees from the crisis states in North Africa to Europe, Hanelt said, the EU must work towards legalizing the status of refugees in the states of residence in the sense of a right to stay. In return, Europeans would have to provide financial, technical and political support.

In 2013, before the election of Iranian President Hassan Rouhani as Mahmoud Ahmadinejad's successor , Hanelt called on the European states to accelerate and support bilateral negotiations between the warring states of the USA and Iran .
