City of Carlisle is an administrative district with City status in Cumbria in England . In addition to the city of Carlisle , in which about two thirds of the population live, it includes a large, rural area with numerous small villages. The most prominent of these are Arthuret , Brampton, Burgh by Sands and St Cuthbert Without .
The district was formed on April 1, 1974 and was the result of the merger of the County Borough of Carlisle and the Rural District Border.
