The Civil-Military Cooperation Center of Excellence (abbreviation: CCOE ) ( German Competence Center for Civil-Military Cooperation ) is an international military organization that was set up to support the transformation of NATO . As part of the NATO COE program , the CCOE was originally set up in Enschede in 2001.
CIMIC
Civil-Military Cooperation (CIMIC) describes the cooperation between military and civil actors in operational areas, which is becoming increasingly important after the end of the Cold War . Within Germany, there is talk of administrative assistance in the context of civil-military cooperation .
NATO-COE program
Centers of Excellence (COE) of NATO are, in individual cases nationally, otherwise multinationally supported or financed agencies with the legal status of an international military organization (basis: Paris Protocol of 1952). The purpose of this COE is to support the transformation of NATO . They are assigned to the Allied Command Transformation (ACT), but not part of the NATO command structure . The task of the CCOE is to provide technical expertise in the area of competence of CIMIC for NATO as well as for the nations participating in the CCOE jointly and multinationally in order to advance the further development and standardization of military capabilities.

The special status of the NATO COEs as international military organizations and their character as a think tank in their special area of competence require an interdisciplinary orientation, not only a close relationship with the armed forces, but also with other government and non-governmental organizations , science and business. The counterpart in Germany is the Multinational Civil-Military Cooperation Command .
The CCOE also works with a number of academic institutions, such as the Helmut Schmidt University / University of the Federal Armed Forces Hamburg (HSU).
structure
The CCOE is managed by the Directorate . It also plans and coordinates instructor support worldwide to support the courses at the CCOE. The Concept, Interoperability and Capacity Department (CIC) conducts studies and analyzes to drive development. The training and education department (T&E) conducts the training as part of courses. The support department (SPT) assists the other departments.
