Clelio Galassi (born March 2, 1950 in Serravalle ) is a San Marinese politician . He was Capitano Reggente (Head of State) and Minister of Finance from 1990 to 2002; most recently he was his country's ambassador to the Vatican from 2014 to 2015.

Life

Clelio Galassi was a member of the Partito Democratico Cristiano Sammarinese (PDCS) and was a member of the Consiglio Grande e Generale , the San Marinese parliament , from 1974 to 2012 . During his first legislative period, Galassi was elected Capitano Reggente (head of state) together with Marino Venturini for the period from April 1 to October 1, 1976 . From October 1, 1977 to April 1, he represented Minister of Industry (Deputato per l'Industria, l'Artigianato e il Commercio) Tito Masi during his tenure as Capitano Reggente.

From 1978 to 1986 San Marino was ruled by a left-wing coalition, the PDCS was in the opposition. From 1986 to 1988 the PDCS and Partito Comunista Sammarinese (PCS) formed the government. After the parliamentary elections in 1988, the PDCS formed a coalition with the Partito Socialista Sammarinese (PSS). Galassi became Minister of Commerce (Deputato per il Commercio ei Rapporti con le Giunte di Castello) After the death of Clara Boscaglia on July 22, 1990, he followed her as Minister of Finance (Segretario di Stato per le Finaze e Bilancio, l'Informazione ei Rapporti con l ' AASFN) . He remained in this office in the following governments led by the PDCS with changing coalition partners until the cabinet reshuffle in May 2002.

From 2003 to 2004 he headed the Commission for the Reform of Suffrage (Commissione per la riforma elettorale) . In 2004 Galassi announced his resignation from the board of directors of the PDCS, of which he had been a member for over 30 years. After the general election in November 2008, Galassi became chairman of the interior committee. After he was narrowly defeated in the party vote for the nomination for the office of Capitano Reggente, Galassi announced in September 2010 that he was leaving the PDCS faction, to which he had belonged since 1974. He retained his mandate and continued to support the government, but renounced his seat on the Home Affairs Committee. In the parliamentary election in November 2012, he no longer ran.

Galassi was elected chairman of the Società Unione Mutuo Soccorso (SUMS) in 2010 as the successor to Carlo Biordi . In 2013 he was confirmed in office for a further three years. In April 2014 he was appointed Ambassador to the Holy See to succeed Sante Canducci . He resigned from his position as ambassador after investigative authorities opened an investigation into Galassi related to financial irregularities in real estate and banking operations during his tenure as finance minister.
