Copeland is an administrative district with borough status in Cumbria in England . The administrative seat is the city of Whitehaven ; other significant places are Cleator Moor , Egremont and Millom . The Sellafield nuclear center near the village of Seascale is known worldwide .
The district was formed on April 1, 1974 and was created from the merger of the Borough of Whitehaven and the rural districts of Ennerdale and Millom.
