Ex- DEA agent Paul Blake was dismissed from service for a crime he did not commit and sentenced to prison. After his release, he will do everything possible to hunt down CIA agent Emmet Larkin, who was in fact responsible for the crimes Blake was charged with. The trail leads him from Miami to Australia.

Meanwhile, a commando of the EDL (Earth Defense League), a militant environmental organization, penetrates a warehouse for chemical warfare agents in the Australian desert and loots several containers with a dangerous neurotoxin. With this, the EDL wants to blackmail the government and force a press conference to be broadcast worldwide in which the public is informed about various environmentally harmful activities of the government.

The idealistic environmental activist Eve Lambert does not initially realize that she has gotten involved with the dangerous terrorist Emmett Larkin, who is only interested in personal enrichment, for which he also accepts deaths.

Blake follows Larkin as he boarded a train, which is kidnapped by the EDL shortly afterwards. More and more, Eve is realizing that Larkin's only aim is to blackmail the government for $ 25 million while the train rushes towards Sydney and the nerve gas on board could kill 5 million people.

Several attempts to stop the train by special forces from outside fail. Blake, who got to know the attractive Rhonda on departure and was able to evade the terrorists' access with her, is now trying to stop Larkin together with her to prevent the catastrophe.

After the government transfers the $ 25 million, Larkin jumps off the moving train with a container of the neurotoxin. Blake pursues him and puts him in a train depot. After a short fight, Blake Larkin manages to lock in the activated warfare agent in the airtight paint shop of the depot.
