Désiré Girouard (* 7. July 1836 in Saint-Timothée , Lower Canada ; † 22. March 1911 ) was a Canadian politician of the Conservative Party and a lawyer , who from 1878 to 1895 a member of the House of Commons of Canada , and from 1895 until his death in 1911 Judge was on the Supreme Court of Canada .

Life

Girouard, son of Jérémie Girouard and Hyppolite Picard, began after attending the Petit Séminaire de Montréal in 1857 to study law at McGill University in Montreal and as part of the then usual lawyer training in the law firm of Edward Carter , who later became a member of the National Assembly of Québec and also of the House of Commons from Canada. In 1860 he published his first legal textbook under the title Essai sur les lettres de change et les billets promissoires . After graduating with a Bachelor of Civil Law (BCL) degree in 1860 , he was admitted to the bar and practiced as a lawyer in Montreal. In the following years he wrote numerous other books on legal, historical and genealogical topics and was one of the founders and co-editors of the legal journal Revue critique de législation et de jurisprudence du Canada in 1871 .

After Girouard had run unsuccessfully for a member of parliament on October 12, 1872 in the Jacques Cartier constituency and on January 22, 1874 in the Beauharnois constituency , he was elected to the Conservative Party as a member of the Lower House of Canada on September 17, 1878 and represented in this until to his resignation on September 27, 1895 the constituency of Jacques Cartier . During his membership in parliament he was from April to September 1891 and again between March and July 1894 chairman of the Standing Committee on Privileges and Elections. In 1892 he also became mayor of Dorval .

After leaving the House of Commons, Girouard was appointed Justice of the Supreme Court of Canada by Prime Minister Mackenzie Bowell on September 28, 1895 . He was the only judge appointed during Prime Minister Bowell's tenure. He was a member of the Supreme Court until his death on March 22, 1911.
