The DIN 18205 addresses the requirements planning in the construction industry and will be published since the year 1996th It describes the "methodical determination of the needs of building owners and users , their targeted processing as needs and their implementation in structural requirements". In DIN 18205, the individual aspects of requirements planning are divided into five process steps that build on one another. Importance and content of requirements planning

Requirements planning is an instrument that provides building owners with all the information they need to make investment decisions . In the introduction to the 2016 edition, requirements planning is defined as, quotation: "an indispensable part of the planning and implementation of projects in the construction industry of all kinds". In the foreword to the 1996 edition it was quoted: "" In Germany, attention has so far been low on this early phase of building planning processes. The requirements planning lays the basis for further planning. The problem determination is the basis and prerequisite for commissioning the further planning process, which is usually remunerated according to the specifications of the fee schedule for architects and engineers (HOAI). The creation of a requirement planning is named in the HOAI as a special, i.e. as a separately remunerated service. The service is therefore not covered by the fee for the basic assessment and must be carried out or at least accompanied by the client himself. Difficulties in this are often the lack of professional competence. That is why it is advisable for many consumers to carry out the requirements planning with the help of a specialist, for example a project developer. A performance profile for requirements planning is presented in the standard. The standard does not provide a basis for determining a fee. Process steps

The first four sub-steps of the requirements planning process are used to determine the project-specific content. In the fifth process step, the feasibility of the requirements planning is checked in a variant study to cover requirements and the overall profitability is assessed. The sixth sub-step confirms the holistic nature of the requirements planning. This partial step must be repeated continuously in the further planning phases.

In the standard, the individual process steps are further subdivided and described in detail. By documenting the planning results in the requirement plan, a target specification is created that constantly accompanies the building project. Those involved in the planning, i.e. the architect and the specialist engineers, must orient themselves to the requirements plan (result of the requirements planning) in the further planning process and constantly compare their planning with the requirements planning. The demand plan can also be used as a basis for competitions .

User demand program
