German network for quality development in nursing

The German Network for Quality Development in Nursing ( DNQP for short ) is a nationwide association of nursing experts who deal with the promotion of nursing quality on the basis of practical and expert standards in all fields of nursing and geriatric care . The office is located at the Osnabrück University of Applied Sciences .

history

The DNQP has been working on the development of national expert standards since 1999 with financial support from the Federal Ministry of Health (BMG) . In addition, there is a close cooperation relationship between the German Care Council (DPR) and the Federal Conference on Quality Assurance in Health and Nursing (BUKO-QS).

The content control of the DNQP is carried out by a steering committee whose members are active in different fields of care. These are representatives from nursing science , nursing management , nursing education and practical nursing. In addition, the University of Applied Sciences Osnabrück provides a scientific team for research work.

National expert standards

Work process descriptions and care standards have been in place in various institutions for a long time . As a rule, they were developed in quality circles in which the individual (experience) knowledge of the nursing staff on certain processes or techniques was agreed. As a result, care standards designed in this way did not stand up to reviews by science and quality management . Transfer to or comparison with other institutions with the same focus was hardly possible.

In contrast, the National Expert Standards are based on scientific principles. As a rule, extensive literature research and analyzes are carried out and the standards are implemented as models before their publication. In part, the methodology of evidence-based nursing is used, although this is where part of the criticism begins.

For example, it is criticized that the methodological conception of the evidence base has only been implemented in a rudimentary way, as can be seen from the lack of commentary on the studies examined using evidence classes . The general classification of the expert standards ( practice standard , guideline , guideline ) is also controversial , although the interpretation as a guideline seems to be the most widespread in German nursing. Another part of the criticism is that there are no time requirements for a content review, as is common nowadays both within scientific practice and quality management .

This criticism was taken up in 2007 by a member of the DNQP steering committee, the nursing scientist Astrid Elsbernd, in an article in the nursing journal Die Sister / Der Pfleger . Elsbernd announced about 5 to 10 further expert standards in the next few years, but assessed their implementation in the supply process of the respective institutions as a pure management task that should not burden the practitioners.
