Political career

He belonged to the Movimento de Libertação de São Tomé e Príncipe (MLSTP) unity party, which had ruled since independence in 1975, and was defense minister until his dismissal by President Manuel Pinto da Costa in 1982. After the admission of further parties in 1990 he became general secretary of the newly founded Party de Convergência Democrática - Grupa de Reflexão (PCD-GR) and Leonel Mário d'Alva, who had returned from exile, became its president.

prime minister

After the victory of the PCD-GR in the first free parliamentary elections on January 20, 1991, he became Prime Minister on February 7, 1991. The party had won an absolute majority of the seats. In view of the poor economic situation, his government implemented reforms recommended by the International Monetary Fund and the World Bank . The price increases associated with the austerity policy and the 40% devaluation of the national currency led to massive protests and demands for his dismissal, to which President Miguel Trovoada gave in on April 22, 1992. He had previously publicly blamed the president for the unrest and economic misery. A few weeks later, his party friend, the previous finance and economics minister, Alegre, formed a new government.

In February 1993 he resigned as General Secretary of the PCD-GR.
