Evaristo do Espírito Santo Carvalho (born October 22, 1941 ) is a politician from São Tomé and Príncipe and was Prime Minister of his country in 1994 and from 2001 to 2002. He has been President since 2016.

First term

He belonged to the PCD-GR party, which won the first free parliamentary elections in March 1991 with an absolute majority. From July 7, 1994 to October 25, 1994, he was Prime Minister for the first time; The background to his appointment by President Miguel Trovoada , who has ruled since 1991, was a dispute between the President and the majority in parliament over the distribution of power between the two institutions. The PCD-GR refused to join the new government and Carvalho was expelled from the party. He then joined Trovoada's new party, the Acção Democática Independente (ADI). Parliament was dissolved and new elections were scheduled for October. After the election victory of the former unity party Movimento de Libertação de São Tomé e Príncipe (MLSTP-PSD) in October 1994, its Secretary General Carlos da Graça became the new head of government.

Second term

His second term lasted from September 26, 2001 to March 26, 2002. The new President Fradique de Menezes , whose cabinet director was Carvalho, nominated him after the dismissal of Guilherme Posser da Costa from the MLSTP-PSD as Prime Minister of a coalition government. In the parliamentary elections in March 2002, the party alliance Ué Kédadji , to which his ADI belonged, achieved 16.2% of the vote and 8 of the 55 seats in parliament, while the MLSTP-PSD was again the strongest party with 24 seats. His government was replaced by a new coalition government.
